- 2 -

2. The assimilative capacity of Bear Creek will be reduced
when the stream is impounded. If water quality problems
occur because of the impoundment of the stream, can the
Corps of Engineers undertake remedial meaSures such as
upgrading of sewage treatment systems to a higher degree
of treatment to assure that water quality will be suitable
for intended purposes?

3. It should be indicated if a seasonal pool will be provided,
if there will be a minimum release and how the release will
be accomplished. There have been several instances in the
eastern United States in which multiple level bypasses for
release of minimum flows were of inadequate capacity to
lower seasonal pools, and releases had to be made from the
bottom of the reservoirs with resultant fish kills and
adverse effects on water supplies. The effects of the pro-
ject on downstream, quality should be described and also any
effects on water quality in the Soda Lakes.

/Iyncerrr y~Ui' / I"
lX{~1d {{I,!
