Hipp <br />A">:lIsl. 7, [<)70 <br />pag" 2. <br /> <br />- <br /> <br />We have little knowledge of the City and County of Denver's plans <br />for the utilization of Bear Creek, Chatfield, and Cherry Creek Resel~- <br />voirs. I assume their plans, as well as their plan for the development <br />of a green belt and park system, will be closely coordinated with us <br />since we are the adn1inistering agency for the aforementioned Corps of <br />Engineer projects. It is regrettable that we are able to identify <br />"alternatives for the proposed actions" but unable to incorporate suitable <br />alternatives because of the limiting topography, the high economic cost <br />and the intense existing urban development. We would like to see con- <br />sideration given to the re-routing of the existing transmission lines so <br />that they would lie outside the project takeline. The transmission lines <br />through the center of a recreation area are certainly not desirable and <br />might conceivably endanger public safety. <br /> <br />The statement implies the Dam and Reservoir would not provide com- <br />plete flood protection to the downstream area. I assume additional mea- <br />sures to provide full protection will be incorporated in the final plans. <br /> <br />Any change in land use will necessarily be accompanied by some <br />irreversible action, although all these actions need not irretrievably <br />commit our natural resources. Any irreversible action that causes loss <br />of a resource should be accompanied by resource replacement in kind. <br /> <br />- <br /> <br />The plan for the multi-use development of the project area undoubtedly <br />will improve the environment and establish an area for all people to <br />experience the rarely afforded opportunity of enjoying outdoor recreation <br />in the heart of a highly urbanized and complex megalopolis. <br /> <br /> <br />PTB:lp <br />cc: T.
