project was serving its intended purpose and are essentially irretrievable.
There would be an irretrievable commitment of labor and materials needed
to construct the project should it be implemented. Approximately 1 1/2
miles of Bear and Turkey Cre'eks would be permanently lost when it is
inundated by la1<e waters and sediment,

VIII. Coordination with others.

A. Public participation.

The intial public hearing WaS held at Denver on 29 October 1957
to afford local interests an opportunity to express their views on the
flood and water resources problems of the Platte River basin and the
improvements desired. A second public hearing, held in Denver in November
1965, favored acceleration of studies to devise a plan of improvement for
Bear Creek basin similar to that of the authorized Chatfield project. A
third public hearing was held on 15 June 1966 specifically to describe
the plan of improvement formulated for the Bear Creek basin and to afford
local interests an opportunity to express their views on the project.

Specific environmental considerations were not discussed at
any of the public hearings.

B. Government Agencies.

The draft environmental statement was sent to the following
governmental agencies requesting their views and comments. Their comments
are summarized below and copies of the replies are attached to the
environmental statement.

1. State Conservationist; Soil Conservation Servic~ U.S.D.A.

Comment: The statement presents a thorough description of
the environmental impacts, and remedial, protective and mitigative
measures.
Technical assistance in plant species adaptations, planting
techniques and other soil and water conservation practice guidance can
be obtained from the office of the Soil Conservation Service in Golden,
Colorado.

2. Colorado Department of Highways.

Comment: The department has no objection to the project,
but sees a definite increase in traffic volumes which will be created
by the completion of this project. However, Highways 285 and 1-470 have
been designed to handle the anticipated traffic volume increases.

Response: The statement was revised to indicate the
sufficiency of this hi;hway system.

14

".J
