<br />" <br /> <br />" <br /> <br />t~~ <br /> <br />Q <br />Q <br />W <br />toll <br /> <br />.:~::::;:~ I <br />",',,',,'1 <br />rf;:~~y <br /> <br />i;k::~~~~ : <br />:;"j-." <br /> <br />The on-going M&E program, implemented on representative farms and <br />crops in the area, monitors surface inflow, precipitation and <br />surface outflow to determine the amount of water that infiltrates <br />into the soil. Weather data is evaluated to estimate <br />evapotranspiration (ET) requirements of the crops. The difference <br />betw,een infiltration and ET reflects deep, percolation. Soil <br />moisture is monitored to assess the unifo~ity with which <br />irrigation water is applied and to check the validity of applying <br />ET values across the valley. Also, wetland and wildlife habitat <br />was monitored to establish baseline data, to determine changes in <br />habitat quality and quantity with project .implementation, and to <br />assess the effect of the voluntary program for replacement of <br />wildlife values. <br />The monitoring results are used to develop recommendations for <br />time of irrigation set, frequency of irrigation, length of furrow <br />and flow rate per furrow that will adequately, effectively and <br />uniformly irrigate the crop, while minimizing deep percolation <br />and its associated salt load. <br />Funding is needed to continue operation of this ongoing program <br />and to maintain or replace existing equipment. <br /> <br />F. Coordination <br /> <br />The ASCS, SCS, and ES will administer the CRSC Program <br />cooperatively as delegated by the Secretary of Agriculture. <br /> <br />with the roles and responsibilities of the several participating <br />agencies, it is necessary that activities be coordinated. Two <br />local coordinating committees are in place. One committee, the LSCC, <br />coordinates the USDA (onfarm) portion of the salinity program, and <br />the second coordinates the overall (onfarm and off~farm) <br />operation of the salinity program. The local USDA coordinating <br />committee receives policy guidance through a state office <br />level of agency coordination. Participants in this upper level <br />USDA agency coordination will include a representative from ASCS, <br />SCS, CES and the Colorado State soil Conservation Board (CSSCB). <br />Other agencies will be included as necessary. <br />The membership of the USDA Local Salinity coordinating Committee <br />(LSCC), as determined at an organizational meeting in developing <br />the on farm project implementation plan (PIP), is as follows: <br /> <br />(1) The District Conservationist from the SCS field office. <br /> <br />(2) The County Executive Director from the ASCS county office. <br /> <br />(3) The local representative of the CES assigned to, the project <br /> <br />(4) One representative from the involved ASCS county committee. <br /> <br />(5) One representative from the involved SCD. <br /> <br />(6) Representatives of the U. S. Fish and Wildlife Service and <br />the Colorado Division of Wildlife. <br /> <br />Page 5 <br />
