The Summary and full report are the results of six <br />technical seminars and two public workshops on coordinating wet- <br />land/floodplain management, sponsored by the Water Resources <br />Council during the spring of 1979. The seminars and workshops <br />have led to extensive further work by the Council in this area. <br /> <br />Unified National Pro~ram for Floodplain Mana~ement <br /> <br />The revised publication is being printed and will be available <br />by January 15. A press release will be issued at that time. The <br />Council has updated the program to include the objectives of <br />E.O. 11988 and has transmitted the program to the President. <br /> <br />Federal A~ency Compliance with E.O. 11988 on Floodplain Management <br /> <br />At the November 13 meeting in Minneapolis, the Council approved the <br />final report to Secretary Andrus on Federal agency progress in <br />complying with the President's Executive Order which directs <br />Federal agencies to avoid locating activities in floodplain areas <br />unless there is no alternative. Copies of the report are available <br />from the Council. <br /> <br />The Council also approved letters from Council Chairman Andrus to <br />the heads of the Federal agencies which have still not adopted <br />final procedures to comply with E.O. 11988. The letters request <br />immediate completion of final agency rule and procedure. <br /> <br />The Council requested Council Director Leo M. Eisel to begin by <br />January 1, 1980, the formal evaluation of the agency procedures to <br />comply with E.O. 11988. The evaluations will utilize a work group <br />of the Council's Floodplain Management Task Force. <br /> <br />WRC NEPA Compliance <br /> <br />At the November 13 meeting the Council amended the final rules for <br />final publication in the Federal Re~ister by mid-December. The <br />Council staff was directed to work with CEQ and the river basin <br />commissions to recommend .revisions to integrate P&S and NEPA pro- <br />cedures for Federal participation in comprehensive regional or <br />river basin plans. <br /> <br />Urban Water Supply Program Inventory. <br /> <br />The Council staff is completing an inventory of existing Federal <br />programs applicable to urban water supply systems, requested by <br />the Intergovernmental Water Policy Task Force. The report will <br />be available from the Council On request in approximately one <br />month. <br /> <br />C-17 <br />
