The Council will <br /> <br />assist these sponsoring entities with financial support and with tech~ <br /> <br />nical staff assistance to tbe dearee practical. <br /> <br />II. BACKGROtJNI) <br /> <br />For Council programs to be of maxtmumutility as a guide to Federal <br /> <br />decisions they must reflect responsible analysis of requirements of all <br /> <br />major water resource regions of the Na,t1on. Section 102 of the Water <br /> <br />Resources Planning Act is very specific in its reference to the need of <br /> <br />national coverage for the appraisal of the adequacy of existing and pro- <br /> <br />posed policies and progr~s .to meet such requirements. <br /> <br />In response to this need, the Council moved, in 1975,to establish a <br /> <br />program for the development of regional water resource. management plans <br /> <br />(CCJP's) in areas without river basin cOllllli1ssions. Sponsors in eig~_t: o~ <br /> <br />the 15 areas without river basin commissions indicated. their willingness <br /> <br />to participate in this progr8lll. Six sponsors deferred. their responses <br /> <br />for further discussion and consideration and one sponsor suggested the <br /> <br />selection of another representative for the area. At the initiation of <br /> <br />the President's water policy review effort, however, the program was <br /> <br />delayed until its relation to any new initiatives could beaseertsined. <br /> <br />C-5 <br />
