I!rntODUC'IION <br /> <br />The primary goal of this program is to assist regional entities in <br /> <br />developing regional and basinwide cQlllprehensive water and related land <br /> <br />resource management plans in non-title II COIIlII11ssion areas. Comprehensive <br /> <br />plans are defined to include the preparation or compilation of plan(s} for <br /> <br />the assessment, development, managelllent, utilization and conservation of <br /> <br />the region's water and related land resources. These plans are to be <br /> <br />developed within a framework of national goals and regionally agreed- <br /> <br />upon goals and objectives, along with specific quanitfied and prioritized <br /> <br />program and project objectives for the sur-regions. By sttaining this <br /> <br />goal, planners will provide themselves and decisionmakers at all levels <br /> <br />with flexible but definitive guidance responsive to regional and basin <br /> <br />objectives and desires for the use of regional resources. <br /> <br />The overall objective of a regional water resource management plan(s} is <br /> <br />to assist a region in meeting its water and related land resources needs <br /> <br />in an orderly and economically and environmentally sound manner. The <br /> <br /> <br />proposed regional planning process and program must support the Council's <br /> <br />consistency policy, be designed to be co~zant of existing plans and <br /> <br />ongoing pJ ..",."of"g efforts; and aJ.so 1lIUSt serongly avere duplicaeion of <br /> <br />data collection, analysis and pl.....,,1"'g effores. The formulation of <br /> <br />planes} should De accomplished in accordance with the Council's Principles <br /> <br />and Seandards for Water and Relsted Land Resources, NEPA requirements, and <br /> <br />be coordinaeed. with other Federal agencie!! and program such as CZM, <br /> <br />EDA, EPA, SCS, and the Corps of Engineers. <br /> <br />C-4 <br />
