<br />, .' <br /> <br />.' <br /> <br />. <br /> <br />. <br /> <br />.. <br /> <br />Depletion Analysis - The evaluation of the types and amounts of depletions being made on a <br />certain stream or reach. <br /> <br />Development Allowance - The amount of water remaining in Colorado's compact allocation that <br />can be developed. <br />...This amount can be subdivided for a specific subbasin as a part of the statewide <br />amount. <br /> <br />Direct Flow - A water right measured in terms ofa rate of flow (generally in cfs) and diverted <br />for immediate beneficial use (rather for storage and use at a later time). <br /> <br />Environmental Baseline - The hydrograph simulating conditions with existing water projects <br />(1930 -1982) and projects which have already received favorable biological conditions. <br />...In many situations, the environmental baseline includes more depletion than is currently <br />occurring due to the fact that many existing projects are not fully utilized and many authorized <br />projects have not been completed or put into use. <br /> <br />Interim Strategy - A plan to protect and administer an instream flow water right for the benefit <br />of the endangered fish on a temporary or provisional basis. <br />The CWCB adopted a strategy in March 1993 for initiating the protection of endangered <br />fish recovery instream flows, despite W1I'esolved uncertainties related to the amount of flow <br />needed to recover the endangered fishes and the size and location of future uses. The core of this <br />strategy is the concept of having a modifiable portion of the endangered fish recovery instream <br />flow water rights, which the CWCB and others expect will be addressed specifically in the <br />CWCB decision process as well as in the water court proceedings. The CWCB adopted this <br />interim strategy, which is designed to minimize risk to future development opportunities l!J:!Q <br />enable instream flow protection efforts to move forward now, in order to help assure that the <br />Recovery Program can continue to serve as a highly effective means of meeting federal <br />Endangered Species Act requirements with respect to water resource development and <br />management. When significant new information concerning the needs of the fish or future water <br />needs becomes available the CWCB is expected to review this interim strategy and make <br />appropriate revisions. <br /> <br />Low 10 Year ~ Average - The lowest average flow for a ten year period during the <br />entire period of record. <br />The average (mean) flow for the 10 consecutive years in which that average is lower than <br />for any other 10 consecutive years. This computation may be especially useful in designing an <br />"administrative trigger," and is llil1 calculated on a "running" basis. <br /> <br />Monthly Flow - The average of the mean daily flows past a given point for:a given month. <br /> <br />Paragraph 3 Water - That portion of an instream flow water right, as defined in Paragraph 3 of <br /> <br />2 <br />
