<br />/, <br /> <br />t. <br /> <br />. <br /> <br />. <br /> <br />9-20-95 <br /> <br />GLOSSARY OF TERMS COMMONLY USED <br /> <br />Administrative Trigger - The amount of water based on flows occurring in a specific period of <br />time that will require a call be placed on the river system to properly administer a water right. <br />A provision within a water right which could limit the frequency with which the water <br />right results in a call being placed against other (junior) water rights. An example: in addition to <br />the decreed quantity of the appropriation, the CWCB could specify that the right could not be <br />enforced until and unless the average annual flow at a specified gage during the past 10 years is <br />less than a specified quantity. <br /> <br />Baseflow - The hydrograph after depletions and other water rights have been accounted for. The <br />parameters may vary. <br />A relatively low level of flow which, if protected (or restored), would assure year-round <br />survival of fish and other aquatic organisms, even though it might be too low to support other <br />essential biological activities (e.g., reproduction or cleaning the substrate) which do not need to <br />occur as often. <br /> <br />Carve Out - That amount of water set aside for a specific purpose (i.e., junior water users and/or <br />future development). <br />A specified amount of water which, although currently available for appropriation, will <br />be excluded from an instream flow water right application for the benefit of future development. <br />This amount can be specified on an aimual basis or in monthly (or smaller) increments. <br /> <br />Consecutive 10 Year Running Average - The average flow ofa stream in the previous <br />consecutive 10 years of record. <br />The average flow of a stream measured at a specific gage during any consecutive 10 years <br />of record, which is recalculated annually by dropping the earliest year out of the computation and <br />including the latest year. <br /> <br />Consumptive Use - The amount of water that is consumed and lost to the system while applying <br />water to a beneficial use. <br />...It is generally equal to the amount of water diverted from the stream less any amounts <br />which return to the stream in the form of tributary ground water, sewage effluent, irrigation <br />returns, etc. <br /> <br />Daily Flow - The mean daily flow past a given point in a 24 hour period beginning at midnight. <br />The average (mean) flow past a given point in a 24 hour period (usually midnight - <br />midnight). <br /> <br />Depletion - Use of water in a manner that makes it no longer available to other users in the same <br />system. <br /> <br />I <br />
