<br />. <br /> <br />. <br /> <br />Pursuant to the ISF Rules, the Board's recommendations may be advanced to Final <br />Notice status for action at its December 1, 1995, special Board meeting. Prior to the Board <br />taking final action on the ISF recommendations, a Final Notice and a list of streams will be <br />recirculated with any changes resulting from the review process incorporated therein. <br /> <br />Should you wish to comment on the FWS Recommendations and or the Board's action, <br />you may do so by writing the Board's staff at the address given above. It should be noted that <br />while your appearance at the Special Board meetings is welcome, such an appearance is not <br />necessary for your concerns to be recognized. The staff will take your comments into account <br />and, if you so request, will present them to the Board in your absence. <br /> <br />To insure adequate notification of all interested parties, we are requesting that you share <br />this notice with any groups or individuals who you feel would have an interest in the attached <br />ISF Recommendations. <br /> <br />The State's Instream Flow and Natural Lake Level Program is administered by the <br />Colorado Water Conservation Board pursuant to Section 37-92-102(3), Colorado Revised <br />Statutes (1990) and the ISF Rules adopted by the Board on November 10, 1993, and amended <br />on September 13, 1994. Endangered fish recovery instream flows will be appropriated by the <br />Board pursuant to the ISF Rules and the "Cooperative Agreement for Recovery Implementation <br />Program for Endangered Species in the Upper Colorado River Basin" executed by the Secretary <br />of the Interior, the Governors of Colorado, Utah, Wyoming and the Administrator of the <br />Western Area Power Administration in January 1988, the Memorandum of Agreement between <br />the United States Department of the Interior Fish and Wildlife Service and the Colorado Water <br />Conservation Board concerning the Enforcement and Protection of Water and Water Rights <br />(September 1993), the Statement of Policy and Procedure regarding the appropriation of instream <br />flows for the Recovery of Endangered Fishes of the Upper Colorado River Basin (March 1994), <br />and other applicable Recovery Program documents. <br /> <br />Attaclunents <br /> <br />\PRELIM.NOT 1m disk 1 <br />
