primary Data

Given that there were a variety of types of data which

were being sought through interviews yet at time same time we

wanted to keep from "leading the interviewee", a fairly straight-

~

forward instrument was designed specifically for use in inter-

views in the South Platte River Basin.

This instrument is pre-

sented in Figure I.

Inspection of this instrument reveals

the following.

First, it is a semi structured interview form.

Interviewees are allowed to respond to this interview situation

in words of their choosing.

The interviewer in all cases had

a reasonably exhaustive categorizing scheme for "assigning"

issues to a standardized category (e.g., more jobs or more

work automatically falls under the category employment) .

Furthermore, the instrument allows the interviewer to help the

interviewee elaborate on his answer by inquiring what he expects

to happen in terms of one of the three alternatives, and to

locate where the impact is anticipated (numbers 1-7 correspond

to specific geographic areas).

Further information can then

be obtained in terms of who is affected, how large an impact

is involved. its time frame, associated attitudes, which advocate

groups might be associated with the issue. any trade-offs which

.

might be implied, and where a problem is presented in light of

one of the alternatives, what the solution might be.

While this is a semistructured interview situation

one which could be applied in a farm field, an employment office,

or a local gathering place, and be used to interview persons in
