<br />0345 <br />1. 3.8 <br /> <br />Procedure for Gatherin:I and Organizing <br />primary Data <br /> <br />Given that there were a variety of types of data which <br /> <br />were being sought through interviews yet at time same time we <br /> <br />wanted to keep from "leading the interviewee", a fairly straight- <br /> <br />~ <br /> <br />forward instrument was designed specifically for use in inter- <br /> <br />views in the South Platte River Basin. <br /> <br />This instrument is pre- <br /> <br />"' <br /> <br />sented in Figure I. <br /> <br />Inspection of this instrument reveals <br /> <br />the following. <br /> <br />First, it is a semi structured interview form. <br /> <br />Interviewees are allowed to respond to this interview situation <br /> <br />in words of their choosing. <br /> <br />The interviewer in all cases had <br /> <br />a reasonably exhaustive categorizing scheme for "assigning" <br /> <br />issues to a standardized category (e.g., more jobs or more <br /> <br />work automatically falls under the category employment) . <br /> <br />Furthermore, the instrument allows the interviewer to help the <br /> <br />interviewee elaborate on his answer by inquiring what he expects <br /> <br />to happen in terms of one of the three alternatives, and to <br /> <br />locate where the impact is anticipated (numbers 1-7 correspond <br /> <br />to specific geographic areas). <br /> <br />Further information can then <br /> <br />be obtained in terms of who is affected, how large an impact <br /> <br />is involved. its time frame, associated attitudes, which advocate <br /> <br />groups might be associated with the issue. any trade-offs which <br /> <br />. <br /> <br />might be implied, and where a problem is presented in light of <br /> <br />one of the alternatives, what the solution might be. <br /> <br />" <br /> <br />While this is a semistructured interview situation <br /> <br />one which could be applied in a farm field, an employment office, <br /> <br />or a local gathering place, and be used to interview persons in <br /> <br />34 <br />
