0337

advance. Its weakness is that it may not as readily lend

itself to consistent replication.

This study adopted a strategy which incorporated some

of each of these strategies. ~o begin with, it did identify'

what variables ought to be considered. Included were the

following sets of concerns.

The first set of variables dealt with were attitudes

associated with the project. It was anticipated that some

positive attitudes might be found (e.g., pride, hopefulness,

endorsement, etc.) and that some residents would be indifferent,

while others might feel very negative (e.g., exploited, power-

less, manipulated, etc.).

A second set of variables of interest had to do with

different ways the impacts might affect people in terms of

who they were. Age was a consideration (did young people

and old people receive different costs and benefits?). Men

and women may be affected differently. Different ethnic

groups might be affected differently. Various occupational

groups may experience different impacts (e.g., professionals,

farm workers, and so forth).

We were also interested in the different timeframes of

impact. Were some short term, while others would take years

before emerging? When impacts were identified it would also

be important to determine if they were positive or negative

from the perspective of various groups. Both direction and

magnitude of impact would be important. (Rating of this

concern will be discussed below.) It was also important to

~

.

.

~

26
