This planning process typically pays attention <br />to such concerns as long versus short range objectives and <br />impacts, integration of planning, development and operations <br />of projects, multiple uses and users, etc. Social assessments <br />can potentially be more effective in relating to decision <br />making processes when they incorporate such a logic. <br />Given this background, there are then two fundamental <br />considerations involved in the conduct of a social assessment <br />of the South Platte River Basin alternatives -- general con- <br />ceptualization as to the concepts and objectives of the assess- <br />ment, and methods and procedures appropriate to these objec- <br />tives and to the situation in which the assessment was to be <br />conducted.
