Cooperative Studies and Activities: <br />la) Article VIII G (I) of Arkansas Riyer Compact requires the <br />Administration to cooperate with the Chief Official of each of <br />the states of Colorado and Kansas charged with the ad- <br />ministration of water rights in their respective States, and with <br />the Federal agencies in systematically determining and <br />correlating the facts pertaining to the flow and diversion of the <br />water of the Arkansas River and to the operation and siltation oC <br />John Martin Reservoir and other related structure. Article VIII <br />G (2) requests the Director of the United States Geological <br />Survey. the Commissioner of the United States Bureau oC <br />Reclamation, and the Chief of the Engineers, United States <br />Army, to cooperate and collaborate with the Administration and <br />with appropriate State officials in such determinations and <br />correlations of stream now and related data, Under the By- <br />Laws of the Administration, these cooperative studies and ac- <br />tivities are assigned to the Engineering Committee of the <br />Administration. <br />Ib) During the year covered by this report the Administration has <br />received excellent cooperation from all agencies referred to in <br />the foregoing provisions of the Compact. The United States <br />Geological Survey has continued the operation of the compact <br />gaging stations and the analysis and compilalion of the <br />hydrologic data presented in this report and used in the ad- <br />ministration of the Compact. The Corps of Engineers continued <br />to operate the conservation pool of"John Martin Reservoir in <br />accordance with the terms of the Compact and the orders of the <br />Administration. <br /> <br />8, Water Supply. Reservoir Operation, and Hydrologic Data: <br />The winter storage season for John Martin Reservoir began at 0001 <br />hours November 1, 1979 with an empty Conservation Pool and 5040 <br />acre.feet stored in the accounts for Colorado and Kansas pursuant to <br />the March, 1979 Colorado-Kansas StoraKe Resolution. When the winter <br />storage period ended at 2400 hours March 31, 1980, there were 41,496 <br />acre.feet in the reservoir with 19,162.27 A.F. allocated to the con- <br />servation pool, 4,676.97 A.F. allocated to the various accounts <br />(agreement water) and 17,656.76 allocated to the Amity-Great Plains <br />winter storage accoWlt. The Amity winter water was transferred into <br />the Amity account on April 7, 1980, pursuant to the new storage <br />resolution agreed upon by the states. <br />An Interim Operating Plan for Jo~n Martin Reservoir was adopted <br />March 21, 1980 as the 1979 resolution was about to expire. This gave the <br />Arkansas River Compact Administration time to rinalize a new and <br />more comprehensive storage resolution, which resolution was adopted <br />on April 24. 1980, <br />This new resolution, herein referred to as the 19~(J Colorado-Kansas <br />Storage Resolution, continued the Colorado water district 67 and <br />Kansas accounts which receive water transferred from conservation <br />storage. In addition, it established accoWlts for the Fort Lyon and Las <br />Animas Consolidated Canal Companies which allow use by way of <br />exchange, and a transit loss accoWlt to assist delivery to Kansas. <br /> <br />-8- <br />
