<br />r- <br /> <br />.:j <br />~- ") <br />,..,,~ <br /> <br />AQUATRAIN appears to offer a very cost-effective, timely means <br />of controlling Colorado River salinity and transporting large <br />volumes of coal--with added benefits not offered by other <br />methods. As the project's potential uses and benefits are <br />becoming known, interest in AQUATRAIN is growing steadily <br />and support is becoming broad based. <br /> <br />The seven Basin States, through the Colorado River Basin Salinity <br />Control Forum, are cooperating in the effort with the Bureau <br />of Reclamation and Aquatrain, Inc. Forum representatives <br />(appointed by their governors) have agreed to pursue legislation <br />necessary for Reclamation's continued participation and to <br />help address related State permitting and water rights issues. <br /> <br />Regional and local support is becoming evident through meetings <br />and contacts with area representatives. On a national level, <br />early discussions with environmental interests, producers <br />of coal, soda ash, and grain; transportation companies; utility <br />companies; and port facility developers have been positive. <br /> <br />Internationally, discussions are continuing with Pacific-rim <br />countries such as Japan regarding their interest in AQUATRAIN- <br />delivered coal, but no firm expression of interest has been <br />obtained. <br /> <br />c. <br /> <br />'-..~ <br /> <br />It is anticipated that use of the "fishbowl" planning approach <br />and incorporation of the diverse needs and desires of governments, <br />industry, and the public will lead to a viable project with <br />widespread support. <br /> <br />32 <br />
