River <br />Page 2 <br /> <br />~ "Relationships between Flow and Rare Fish Habitat in the 'IS-Mile Reach' of the <br />Upper Colorado River" - May 1995 <br />The Service considers the May 1995 report to contain the most current flow <br />recommendations, and as a result, it supersedes the previous Service flow recommendations <br />developed for the 15 Mile Reach. The Board and its staff and Colorado Division of Wildlife <br />(CDOW) staff have reviewed these reports and studies at various meetings and workshops. <br />These recommem:Iations and reports were summarized in the memorandum to the Board dated <br />October 17. 1995. <br />Workshops and Special Board Meetings: A number of Board worlcshops and special <br />meetings were held during 1995 in addition to regularly scheduled bimonthly Board meetings to <br />discuss the Service's proposed flow recommendatious, the physical and legal water availability of <br />water for appropriation and alternative approaches for the appropriation, protection and <br />atlmini!i:trationof instream flow water rights for the endangered fish in the 15 Mile Reach 9f the <br />Colorado River. Public comment was taken at all of these meetings. The following meetings <br />were held: <br />Re~lar Board Meetinl;'s <br />May 22-23. 1995 (Granby) <br />July 24-25, 1995 (Denver) <br />September 7-8, 1995 (Lamar) <br />November 6-7. 1995 (Denver) <br /> <br />Special Board Meetin~s <br />October 10,1995 (Craig) <br />October 20, 1995 (Grand Junction) <br /> <br />Workshops <br />July 5, 1995 (Denver) <br />August 22. 1995 (Grand Junction) <br />August23, 1995 (Summit-County) <br />August 31,1995 (Denver) <br />September 26. 1995 (Denver) <br />November 29. 1995 (Denver) <br />Preliminary Notice: Preliminary Notice for the 15 Mile Reach was issued on September <br />IS, 1995 and distributed to the interested parties mailing list announcing that the Board would <br />consider public input and formally initiate discussions on whether or not to appropriate the <br />instream flows for the endangered fish at its October 20, 1995 special meeting in Grand Junction, <br />Colorado. The Board received public comment at this meeting. Based on the comments <br />received at and prior to the October 20, 1995 special meeting, changes were made to the <br />Preliminary Notice which are reflected in the Final Notice. <br />Final Notice: A Final Notice was prepared for distribution to all interested parties on <br />November 15, 1995, announcing that the Board would review the staff's recommendation, <br />consider public input and take final action regarding the proposed instream flow appropriations <br />for the endangered fish at its December 13, 1995 special meeting in Denver, Colorado.
