This material will be avail- <br />able for use in determining need for or development of an Environ- <br />mental Impact Statement. <br /> <br />USDA Agency Responsibilities <br /> <br />Agricultural Research Service - The ARS will interpret completed, and on- <br />going research and demonstration data on soil and water conservation in <br />the area, soil salinity, water quality, water movement in the acquifer <br />and soil, water and plant relations. <br /> <br />Soil Conservation Service - The SCS has leadership for the on-farm <br />studies; interpret soils information, analyze improvement needs, and <br />determine impacts of alternative plans, determine costs, evaluate <br />economic benefits, and environmental effects. These responsibilities <br />will be carried out with present personnel and by usi~g assistance of <br />consultants and expertise of other agencies, as available. <br /> <br />Arrangements for Coordination <br /> <br />The study will be illlder the direction of a Coordinating Committee esta- <br />blished specifically for this study. Its initial meml)ers are M. D. <br />Burdick, SCS State Conservationist, Chairman; Sheldon G. Boone, SCS <br />Director of Special Projects Division, member; and representatives of <br />the following agencies: Agricultural Research Service, Colorado State <br />University, Colorado Water Conservation Board, and the Bureau of Recla- <br />mation. The committee will be responsible for executj,on of the study <br />elements and coordination with other on-going efforts. It wE;, be <br />responsible for the conclusions and recommendations resulting from the <br />study and for full discussion with the farmers, local organizations, and <br />other public and private groups. <br /> <br />Administration of Study <br /> <br />The investigation will be administered by the Soil Conservation Service <br />assisting the Mesa County Soil Conservation District, in cooperation <br />with the other state and federal agencies, and with the Grand Valley <br />Salinity Coordinating Committee. This committee has members from the <br />following agencies and organizations: Bureau of Reclamation, U.S. <br />Geological Survey (Water Resources Division), Environmental Protection <br />Agency, Colorado State University, Soil Conservation Service, Agricul- <br />tural Research Service, Colorado Water Conservation Board, Grand Valley <br />Irrigation Company, Grand Junction Drainage District, Colorado River <br />WCD, Grand Junction Chamber of Commerce, Grand Valley Project, Mesa <br />County Soil Conservation District, and Grand Valley Irrigation Associa- <br />tion. <br />
