.i!., ,.-,....
':;0.;;;'

Proposed Recreation Development

The May 1969 report proposed major recreation developments at
Arkansas Point and the North Shore Development with smaller support
developed areas at Rock Canyon, Boggs Flat and Rock Creek. The
areas at Arkansas Point and North Shore were judged to be most affected
by this reevaluation.

800,000 visitor days were forecast for the reservoir when initial
recreation development was completed. It is now estimated that the
Pueblo West development will place an additional use impact of
180,000 visitor days on the reservoir, for a total recreation use of
980,000 visitor days.

The North Shore development will receive the greatest use and will be
ini'luenced most by the fueblo West proposals. Having a connnon boundary
and good access, the North Shore Development will be readily available
to the residents of Pueblo West.

Early proposals featured a marina, camping, trailer village, picnick-
ing and scenic overlooks 'nth concession operated support facilities;
a camper supply store, marine supplies, boat rental and moorage space.
Emphasis on development Was oriented to the transient visitor travel-
ing on U.S. Route 50 about 4 miles to the north.

It is judged that this anticipated use is still valid but there will
be considerable increases in day use and marina related activities.
Additional facilities to satisfy these needs are therefore reconnnended.
Major additions include Federal expenditures for a larger marina basin
and launching area, fuel dock and sanitary boat facilities, trailer
village with laundry and shower facilities, and additional picnic
sites and shelters. Space has been allocated for concession managed
dry boat storage, a lodge and motel site, if the need is justified
and a responsible party has the necessary capital and background for
construction and management.

A horse trail originating from the Rock Creek livery stable is pro-
posed to skirt the reservoir and terminate at the Swallows Fishermen
Access Point. This trail will in turn connect with fueblo West's
proposals for trails and equestrian center.

The May 1969 report at Arkansas Point proposed a headquarters,
interpretive complex and a marina area. Facilities consisted of
public launching, parking, picnicking, camping and scenic overlooks.
Concession built and operated facilities included a restaurant-lounge
complex, motel units, nine-hole golf course and marina oriented support
services, such as a repair shop, supplies and boat and fuel docks.

2.
