Use the historic period of compact years 1978-82 because -- <br />1. Bill Howlond was the hydrographer during this time period; con- <br />sequently, the records for this time period should be reliable. <br />Prior to this time period, the records are inconsistent and questionable. <br />2. Trinidad Reservoir, which became operational in 1977, seems to <br />have had a beneficial impact on the flows available in this reach <br />of the Purgatoire River. Prior records are not strictly comporoble <br />to the records after Trinidad became operational. <br />B. Average November-through-March streomflow at the gauging <br />station on the Purgatoire River near las Animas = 4,013 acre-feet <br />C, Average November-through-March diversions into the <br />Highland and Ninemile Canals <br />D. Total <br /> <br />= <br /> <br />4,934 acre;-feet <br />8,947 acre-feet <br /> <br />E. The winter storage program would be effective beginning on D"c.",,,L,,, 15-, <br />1982, ond would extend until March 15, 19'03. <br />B. The streamflows at the gouging station on the Purgatoire River near las <br />Animas during this time period would be measured and recorded. A <br />volume of water equal to 55 percent of the total recorded streamflow <br />at the gauging station on the Purgatoire River near las Animas would be <br />delivered to the John Martin Reservoir for the Highland and Ninemile <br />Conal Companies. <br />
