The winter storage period will begin on November 16 of each compact year and will <br />continue through March 15. The Highlond and Ninemile will accrue winter storage <br />water in their account by foregoing winter diversions during the winter storage <br />season. <br /> <br />3. The winter storage water will be available for the use of the Highland and Ninemile <br />by exchange during the succeeding irrigation season. The winter storage water can <br />be exchanged when water diversions into one or both of these canals are being <br />regulated to satisfy senior water rights downstream in Water District 67. An <br />exchange can be implemented by either of the two companies by having water <br />released from the account to compensate for increased water diversions at its <br />headgate. At the end of the compact year, any water left in the winter storoqe <br />occount will accrue to conservation storage. <br /> <br />4. The winter storage plan will be administered by the Division Engineer, acting in <br />both of his capacities as the Division Engineer and the Operations Secretory for the <br />Compact Administration. The winter storage plan will be administered in the <br />j--' <br />following manner: <br /> <br />a. The quantity of winter storage water that is delivered to John Martin <br />Reservoir by the two ditches will be determined by multiplying the quantity of <br />streamflow in the Purgatoire River at the Ninemile gaging station by 0.75. Of <br />this quantity, 60 percent will be delivered by the Highland, and the remaining <br />40 percent will be delivered by the Ninemile. <br />
