Col K: Amount of water entitlement which exceeds the available
storage:
(1) Each agency except State: If col J (POT STORG) is
less than or equals the agency's allocated space then col K
(SPILL RIVER) equals zero, otherwise col K (SPILL RIVER)equals
total of col J (POT STORG) minus agency's maximum allocated space
(positive numbers only).
(2) State: If total of col J (POT STORG) minus sum of all
other accounts in col K (SPILL RIVER) is less than or equals total
maximum space for all agencies' accounts then the states col K
(SPILL RIVER)account equals zero, otherwise col K (SPILL
RIVER)equals total of col J (POT STORG) minus sum of all other
