<br />Conduct technical investigations as needed specific to at least three suggested water <br />supply ideas, as for example, the Barr Lake Plan, the Southern Water Supply Project <br />and the conjunctive use of non-tributary groundwater. <br /> <br />The MWSI Project should result in afreconnaissance level evaluatiOl!:jof the most promising <br />Denver metro area water supply options, as presented and detailed in a written executive level report. <br /> <br />3. <br /> <br />e <br /> <br />A Technically Facilitated Planninl! Process - Because of its breadth of scope, the MWSI Project <br />cannot occur in a vacuum. The MWSI Project must include a strong cooperative process component <br />in order to foster collaborative planning efforts among water users and to take advantage of existing <br />areas of information and expertise. This process should allow for frequent and informal meetings <br />among the Contractor, TSC and key technical people from interested water providers for the <br />purposes of brainstorming, sharing of information and discussing findings. <br /> <br />The Contractor will act as "technical facilitator" by having in-depth knowledge of metro area <br />water rights and water supply issues and a wide range of analytical capabilities, in order to enhance <br />the collaborative aspects of the process, assist water users to identify ways to meet their individual <br />needs through cooperative measures, and effectively evaluate water supply options. <br /> <br />There are several water supply planning efforts currently underway in the Denver metro area. <br />The MWSI Project should be coordinated with these efforts in order to minimize duplication of <br />effort, take advantage of available information and facilitate interaction among key technical people. <br />These planning efforts are: <br /> <br />- Denver Water Study <br />- Effluent Management Study <br />- Southern Water Supply Project <br />- Auroral Arapahoe county Water Authority Studies <br /> <br />e <br /> <br />Each of these is described more fully in Attachment C. <br /> <br />Comprehensive Analytical CaDabilitv - The MWSI Project should aim toward the development of <br />an analytical tool capable of evaluating a variety of methods for increasing Denver metro area water <br />supplies through cooperative operation of individual water supply systems. Ultimately this should <br />mclude the capability to estimate overall system yield when individual water systems are operated <br />m a cooperative rather than competitive mode. The MWSI Project should also be able to articulate <br />such a mode of operation in terms of prior appropriation language in order to address such questions <br />as how the OSE would administer such an arrangement, what sort of agreements among water users <br />would be required, and any required adjudication actions for water rights administration. The <br />Denver Water Study is not currently scoped to do this, although the Denver model as developed by <br />the Denver Water Board may have some capability in this area. Otherwise a separate modeling <br />capability will be needed. The degree to which the Denver model may be usable will depend on both <br />technical and access issues. <br /> <br />SDecific Water Supply Investil!ations - At a minimum, three conceptual water supply proposals must <br />be refined into specific mechanisms and must be examined individually and in combination with <br /> <br />3 <br /> <br />e <br />
