<br />e <br /> <br />e <br /> <br />e <br /> <br />Water Conservancy District and Municipal Subdistrict, Farmers Reservoir & Irrigation Company, <br />and other agricultural and municipal water systems. <br /> <br />PROJECT MANAGEMENT <br /> <br />Administration - The MWSI Project will be administered by a Management Team consisting of <br />senior staff members of the Department of Natural Resources, the Colorado Water Conservation <br />Board, the Office of the State Engineer, the Water Quality Control Commission and a MWSI <br />Management Consultant (Contractor) who will be selected as a result of this RFP, A Technical <br />Steering Committee will provide oversight and guidance for the completion of the study, <br /> <br />MWSI Technical Steering Committee - The Technical Steering Committee (TSC) will consist of <br />technical representatives appointed by Members of the Front Range Water Forum, a group of <br />Mayors and other interested groups appointed by Governor Romer pursuant to the attached Executive <br />Order (Attachment A). <br /> <br />Fundin!! - Funding for this study will be provided by the CWCB. It has authority to expend UD to <br />$450,000 from the CWCB Construction Fund to, "undenake a regional study in cooperation with <br />affected agencies of local government and other interested groups concerning options to increase the <br />water supply of the Denver metropolitan area" (HB92-1273, Sec. 5), <br /> <br />Payment for Services - Distribution of payments for work on this project will be made in accordance <br />with the method of payment to be determined under a contract to be negotiated between the <br />Contractor and the CWCB. The normal procedure provides for a monthly billing for work actually <br />performed, The Contractor will submit monthly progress reports and requests for payments to the <br />DNR Management Team who will recommend payment as appropriate from the project budget. <br /> <br />The cost of the project and scope of work will ultimately be negotiated between the CWCB <br />and the Contractor, All project costs and expenses must be within the negotiated amount. The <br />selected contractor must be able to initiate work immediately upon execution of a contract with the <br />CWCB. A sample CWCB contract is included as Attachment B. <br /> <br />PROJECT GOAL AND OBJECTIVES <br /> <br />Proiect Goals - The goals of the MWSI Project are ambitious both technically and politically, In <br />order to effectively identify and support cooperative solutions to Denver metro area water supply <br />problems the MWSI Project must achieve three objectives: <br /> <br />1. <br /> <br />Create a technically facilitated planning process among water users; <br /> <br />2. <br /> <br />Develop an analytical capability sufficient for evaluating the water supply yield and <br />determining the operational aspects of a variety of relatively complex water supply <br />opportunities; <br /> <br />2 <br />
