To recognize the public nature and authorized purposes of the Cad- doa project, and the interests of beneficiaries in both States therein, and sc far as possible to avoid all complications and controversies that might lead to future litigation betv~en said beneficiaries or the two States, the said plan of operation and administration contemplates that..
