<br />..:.'.(".'. <br />. - :..-.:.~;>,~. <br /> <br />(4) that during such pericds of releasing water from Caddca Reser- <br /> <br />.~ <br />~ voir, the divertible and usable Stateline flows entering Kansas need not ex. <br />tv <br />_ ceed two-thirds, nor be nllowed to fan below one-third of the combined di- <br /> <br />versions from the Arkansas River then being made by all ditches in Water <br /> <br />District 67 in Colorado, regardless of the status at the time of the rela- <br /> <br />tion between the tv,u States, whether more or less than the snid 12.4 percent, <br /> <br />and provided further, <br /> <br />(5) that no release of water from the irrigation pool, other than <br /> <br />unavoidable spills, shall be made in anyone calendar month, for delivery <br /> <br />at the Stateline, after the total delivery of diverti ble and usnble sup- <br /> <br />plies across the Stateline shull have reached the limits chn.rgeo.ble in any <br /> <br />one calendar month, as specified in the said plan of operation and adminis- <br /> <br />tration. <br /> <br />19. The said plan of operation and administration contel11plates that, <br /> <br />by reason of operations of Caddoa project, the usable water supplies of the <br /> <br />Arl,ansas River, during the useful life of the irrigation pool, will be in. <br /> <br />creased in average annual amount, and that additional quantit ies of water <br /> <br />will beconle available, except at times when said irrigation pool is empty, <br /> <br />for increased diversion and use in both States; that, as a result of in- <br />, <br /> <br />creased diversions and applications to lands along and adjoining the river <br /> <br />in Colorado, there will be increased amounts of return flcw to the river; <br /> <br />that such increased return flows will thereby further stabiltze and im- <br /> <br />prove the streamflows, including the Stateline flol','. entering J(o,nsas; that <br /> <br />the plan of releasing impounded waters {rom Caddoa Reservoi.r will insure <br /> <br />a proportionate improvement in the usable State line flows entering <br /> <br />Kansas; and that maintenance of pre-Caddoa interstate relacions, with <br /> <br />(9) <br />
