<br />~ <br /> <br />345~ <br /> <br />EAGLE COUNTY 1041 EFFICIENT UTILIZATION <br />OF MUNICIPAL AND INDUSTRIAL WATER PROJECTS <br /> <br />Chapter 5 of Resolution 80-25, section 5-304 provides the submission <br />requirements necessary for an application for a permit to engage in <br />development of a municipal or industrial water projeet. Review of these <br />requirements reveals that nearly all of them are identical to or very <br />s1milar to the requirements listed in Chapter 4, section 4-304 concerning <br />the permit for The Major Extension of Existing Domestic Water and Sewage <br />Treatment Systems. Accordingly, pages 1 through 37, supra, are incorpo- <br />rated here as a part of this permit application and those requirements <br />which are unique to this permit are specifically enumerated as follows: <br /> <br />5-304 <br />Submission Requirements <br /> <br />7. Detail Proposed Methods Of Ensuring Efficient Use Of Water <br />Resources Within The Municipality Or Industrial Area And The Source <br />Development Area. Such Methods Should Consider Metering Of All Users, <br />Examination Of Rate Structure To Discourage Waste, And Recyeling Of <br />Water For Reuse Where Permissible By Colorado Water Law. <br /> <br />Appendix E in the Draft Environmental Impact Statement identifies <br />the water conservation measures for the Cities of Colorado Springs and <br />Aurora. <br /> <br />Diversion of water in the souree development area is consistent <br />with efficient use of water resources. All efforts are made to efficiently <br />collect, transport and store diverted waters. These efforts include, <br />but are not limited to lining of tunnels, closed conduits, maximum <br />utilization of deep water reservoirs, preventative maintenance, and <br />transportation timing. <br /> <br />9. In Instances Where Municipal Or Industrial Wastewater Or Storm <br />Water Disposal Methods Are Not Subject To And Regulated By Other State <br />And/Or Federal Statutes Or Regulations, Detail The Proposed Methods By <br />Which Storm Waters Or Wastewaters Will Be Prevented From Contaminating <br />Aquifiers. <br /> <br />Wastewater discharge for Colorado Springs and Aurora is governed by <br />State and Federal statutes. Sufficient protection for aquifers exists <br />through discharge limitations placed on the wastewater treatment plants. <br /> <br />Wastewater or storm water disposal within the source development <br />area will occur only during the construction period and only to a very <br />limited amount. Any wastewater discharge from sanitation facilities <br />will be subject to state NPDES requirements. Any storm water run-off <br />from the construction site is likely to be minimal and pollution of <br />streams with such turbid run-off will be prevented through compliance <br />with U.S. Forest Service construction conditions (see p 2-21, DEIS <br />(Attachment 1) regarding mitigation required by the USFS). <br /> <br />23 <br />
