<br />~ <br /> <br />3A~~ <br />,~~ <br /> <br />(c) Identification"Of"The"Person, Association, corporation"And <br />Governmental Body That Wil1 Benefit By, Use And Will Pay Any <br />Or All Of The Revenues. <br /> <br />The water customers of the Cities of Colorado Springs and Aurora w111 <br />benefit from, use and pay for the development costs of the Homestake <br />Phase II Project. <br /> <br />(d) If The Major Extension Capaeity Exceeds The Proposed Ten Year <br />Population Growth Needs As Detailed By The Appropriate Regions <br />208 Planning Demographic Projeets, Then Detail The Excess <br />Service Capacity And The Cost Of Such Excess Capacity To The <br />Community. <br /> <br />Water supplies derived from Homestake Phase II w111 not support projected <br />additional population growth in Colorado Springs and Aurora for an <br />additional ten years beyond the projected date of need for the project <br />water. <br /> <br />(e) Increased Domestic And/Or Municipal Water Treatment Costs <br />And/Or Wastewater Treatment Costs: <br /> <br />There is no anticipated impact on municipal water treatment or wastewater <br />treatment costs in the source development area as a result of the develop- <br />ment of the Homestake Phase II Project. In the administration of the <br />priority system, the Homestake Project is very junior in priority. <br />Therefore, the waters developed by the Homestake Project will be diverted <br />from May to July and occasionally August. These are traditionally high <br />flow months and the diversions will not reduce flows below those levels <br />experienced between August and May. Additionally, the ten day, seven <br />year 10w flows, used in establishing wastewater effluent limits, are <br />generally winter-time flows. As a result, spring and early summer <br />stream flow depletions will not necessitate upgrading of wastewater <br />treatment plant efficiency in those areas downstream of the project. <br /> <br />The only potentially impacted community in terms of water treatment <br />would be the Town of Minturn. The Cities of Colorado Springs and Aurora <br />will mitigate damages attributable to The Homestake Project Where increased <br />water treatment costs are incurred in order to meet drinking water <br />standards. <br /> <br />(9) Any Demographic Data Needed To Fulfill The Requirements Of <br />This Regulation Shall Be Consistent With Those Used For The <br />208 Area Wide Waste Treatment Management PIan; <br /> <br />The 208 PIan for Colorado Springs and the Denver Regional Council of <br />Governments 208 PIan Which includes Aurora are consistent with the <br />population forecasts used in determining the need for the Homestake <br />Phase II Project. There is no relation between the demographic data for <br />the 208 PIan for the Northwest Council of Governments and the Cities of <br />Colorado Springs and Aurora, since the Cities are not 10cated within the <br />NWCOG area. <br /> <br />21 <br />
