During the construction
period, the Cities will provide bus service or van pooling and parking
for construction workers to minimize any additional traffie or impact on
County roads. Project security will assure minimal project vehicle
impact. It is anticipated that no long-term effect on the public transpor-
tation system will occur, since after completion construction, traffic
patterns will return to normal.

(8) Financial Impact Analysis Of Major Extensions Of Existing Domestic
Water Facilities:

(a) Review And Summary Of Existing Engineering And/Or Financial
Feasibility Studies, Assessed Taxable Property Valuations,
Property Tax Col1ection Experience:

(i) Service Area And/Or Boundaries

Service areas are the customer service areas for the
Springs and Aurora. The proposed Phase II collection system is a
tunnel system for the delivery of water by gravity out of Fall and Cross
Creek drainage areas into Homestake Reservoir. Homestake Reservoir is
interim storage for project water and that water will eventually be
delivered through Homestake Tunnel to Turquoise Reservoir and other
storage facilities closer to the Cities. Water treatment and distribution
systems are 10cated at Colorado Springs and Aurora. The estimated construction
time is five to seven years. However, construction may be phased over
10 years with occasional delays and suspension of construction during
summer diversion periods.

Approximately eighty percent of the construction time will be spent in
constructing tunnels and the remaining twenty percent in construction of
pipeline and diversion facilities.

19
