The Paonia project fits into any general <br />plan for the deve10pment and utilization of the waters of the Colorado <br />River Basin. <br /> <br /> <br />RECOMMENDATIONS <br /> <br />30. Since the Paonia p.roject has engineering feasibility, is economi- <br />cally sound, and is desirable in the regional and national interest, it is <br />recommended: . <br />(1) That the revised plan of development for the Paonia project <br />as described in this report be approved. <br />(2) That the three principal features listM in paragraph 15, and <br />such related works as maybe incidental thereto,. constituting the <br />. development of the Paonia project in the Colorado River Basin in <br />Colorado, be authorized to be constructed, operated, and maintained <br />by the Bureau of Reclamation, Department of the Interior, essentially <br />in accordance .with the plan set forth in this report, with such modi- <br />fications, omissions, or additions to the works as the Commissioner <br />of Reclamation, with the approval of the Secretary, may find proper <br />for carrying out the project to the end of providing water for the <br />irrigation of approximately 14,750 acres in the a:@as indicated in this <br />report and of accomplishing the flood-control purposes of the project,. <br />(3) That the project be authorized to be constructed, operated, and <br />maintained lin accordance with the Federal reclamation laws (act <br />of June 17, 1902, 32 Stat. 388, and acts amendatory thereof or supple- <br />mentary thereto): Provided- <br />(a) That this report shall be deemed to satisfy the requir(l- <br />ments of the Federal reclamation laws governing the submission <br />to the President and the Congress of a finding of engineering <br />feasibility; .. <br />(b) That the allocation of costs shall comprehend the estimated <br />cost of all of the works proposed in this report to be constructed <br />by said B.ureau for development of the Paonia project; <br />(c) That the water users shall be required to pay only that <br />part of the estimated, construction cost of the project which, in <br />the judgment of the Secretary of the Interior upon consideration <br />of all appropriate factors, they should reasonably be expected <br />to repay in the maximum repayment petliod and on terms and <br />conditions available under provisions of subsection 9 (d) of the <br />Reclamation Project Act of 1939; . <br />(d) That the excess, if any, of the total estimated cost of all <br />works proposed in accordance with this report to be constructed <br />by said Bureau for development of the Paonia project over the <br />aggregate of the estimated repayments and returns, together with <br />the excess, if any, of actual costs over total estimated costs, shall <br />be nonreimbursable. <br />(4) That use of the unexpended balance ($848,470.50) of the total <br />reimbursable fund of $900,000 heretofore appropriated for the Paonia <br />project from the Reclamation Fund in the Interior Appropriations <br />Acts of 1\140 and 1942 be authorized to begin construction imm,edi- <br />, ately of the works under the revised plan of development described. <br />in this report and that this fund be supplemented by new appropri- <br />ations as required for proper development of the project. <br />E.
