On public lands along the Taylor River, around Taylor <br />Park Reservoir, on the upper East River, in Cochetopa Canyon, and on the Lake <br />Fork, opportunities exist to construct additional campgrounds, improve boating <br />facilities, and improve instream fish habitat. Opportunities exist to <br />significantly improve the recreational experience for visitors and residents <br />of Gunnison, Montrose, and Delta through the development of community-oriented <br />riverside parks and trail systems. On private lands, opportunities exist to <br />provide fishery, waterfowl, and recreation activities for area visitors. <br />Approximately 275 stream miles on the selected list of streams lies on private <br />lands, therefore, minor habitat improvements such as restoring streambank <br />vegetation and simple recreation facility developments, if applied basin-wide, <br />could make a significant contribution to the.study area's economy. On public <br />and private lands, special fishing regulations (including tackle restrtictions, <br />or special bag, possession and size limits) can be used to increase th~ amount <br />of fishing that can be sustained. While special regulations are not <br />appropriate for all types of fisheries nor for all groups of anglers, under the <br />correct circumstances, they can create the opportunity for a substantially <br />increased qual ity of fishing experience at practically a negl igible cost. The <br />costs associated with land acquisition, full-service campground development, <br />and many structural instream habitat improvements. may be relatively high when <br />compared to the increment of . fishing or other recreational activity that would <br />be generated.
