The manual addressed the following topics:

1. Physical and Biological Resource Base - watersheds, water
measurement, surveying, soil-plant-water relationships, and
conducting initial environmental evaluations of irrigation
projects.

2. Developing Water Sources diversions, ponds for
irrigation water storage, pumps and water lifting devices, and
wells.

3. Estimating Irrigation Requirements - reference crop
evapotranspiration, FAD crop coefficients, effective
precipitation, groundwater contributions to crop requirements,
and gross irrigation requirements.

4. Farm Water Delivery Systems - control of irrigation water,
pipeline hydraulics and design, land leveling, irrigation
methods, surface irrigation systems, sprinkler irrigation
systems, and localized irrigation systems.

5. Farm Water Management - farm irrigation scheduling,
evaluation of existing irrigation systems, and training
farmers in small scale irrigation management.

6. Waterlogging and Salinity - basic concepts in waterlogging
and salinity, control of water logging and salinity problems,
and irrigation water quality.

7.
