<br />RUG 17 '92 12:18 <br /> <br />HHF <br /> <br />475 P03 <br /> <br />3452 <br /> <br />Colorado Water Conservation Board <br />Page 2 <br /> <br />AGRO has provided agricultural engineering, economic, and crop <br />management services to farmers in the San Luis Valley for the past <br />ten years. AGRO has also provided engineering services regarding <br />water transfers, water rights, irrigation system design and <br />operation, and training courses. AGRO has produced numerous <br />reports and manuals for various entities, with the largest being a <br />600 page irrigation design, construction, operation, and <br />maintenance manual for the united States Peace Corp, for use by <br />Peace Corp volunteers in foreign countries. <br /> <br />AGRO was involved in the AWDI case from 1989 to 1991, providing <br />engineering services to assess the economic implications of <br />irrigated agriculture on the Baca Grant. <br /> <br />AGRO has provided irrigation services to numerous foreign countries <br />through universities, USAID, and the Peace Corp; most of the staff <br />speaks Spanish. The countries have included Honduras, Nicaragua, <br />Puerto Rico, India, and Mexico. Most of the AGRO professional <br />staff have served in the Peace Corp in agricultural or irrigation <br />related activities. This experience provides AGRO personnel with <br />a perspective to problem solving beyond Colorado and the u.s. <br /> <br />AGRO has unique qualifications among engineering consulting firms <br />in Colorado. AGRO provides irrigation and agricultural management <br />consulting services directly to over 80 farmers, on a daily basis, <br />to assist them in maintaining a high level of agricultural <br />production on 40,000 acres. AGRO personnel do not reside in <br />Denver, or some other large city, they live in a rural area, work <br />with farmers everyday, and thoroughly understand what is required <br />to manage a farm in the 1990' s. In order for this study to <br />successfully produce and analyze realistic alternatives to water <br />transfers from agriculture, which farmers can support, a hands-on <br />knowledge of agriculture is required. AGRO has this knowledge. <br /> <br />The AGRO team is prepared to begin work on the study immediately <br />and complete the work in an expeditious manner to meet whatever <br />schedule the cwes requires. <br /> <br />For purposes of full disclosure, Mr. Leroy Salazar, is the brother <br />of Mr. Ken Salazar, Director of the Department of Natural <br />Resources.
