(AGRO) is pleased to submit this Statement <br />of Qualifications to perform water resources and agricultural <br />engineering services regarding an analysis of the alternatives and <br />results of transferring agricultural water from the Ft. Lyons Canal <br />Company to other uses, for the Colorado Water Conservation Board <br />(CWCB) . <br /> <br />AGRO has assembled a team of professionals experienced in water <br />resources engineering, agricultural economics, water law, <br />environmental analysis, public involvement, and social impacts of <br />irrigation. This team is available immediately to address the <br />water resources and agricultural engineering aspects of water <br />transfers from the Ft. Lyons Canal Company. <br /> <br />AGRO has a full time staff of three engineers, three agricultural <br />economists, an agricultural specialist, and three technicians and <br />clerical personnel. This core staff will be augmented by: (1) <br />Steven Harris of Harris Water Engineering, Inc. who has twenty <br />years of experience in all aspects of the water resources <br />development; (2) Kathy Loveless of Loveless Enterprises, Inc. who <br />has twenty years of public involvement experience in water <br />resources; and (3) Linda White, attorney, who will perform the <br />legal evaluations, she has nine years of water law experience with <br />the Colorado Attorney General' s Office and was legal counsel to the <br />CWCB while with the Attorney General. <br /> <br />AGRO is a minority owned engineering firm headquartered in the San <br />Luis Valley, with gross annual receipts of $750,000. AGRO is one <br />of a very few, if not the only, minority engineering firm in <br />Colorado with the adequate staff and technical qualifications to <br />perform the Ft. Lyons Canal Company study. Mr. LeRoy Salazar, the <br />owner of AGRO, started the firm in 1982 to provide agricultural and <br />engineering consulting services. Mr. Salazar has nearly twenty <br />years of experience in irrigated agriculture and water resources <br />engineering. <br />
