<br />involvement, hydrosalinity; designs and estimates; fish and wildlife, recreation, <br />and cultural resources; social assessment; reports of cooperating agencies; and <br />financial and economic analyses. <br /> <br />FUTURE <br /> <br />Upon approval by the Regional Director, the report and statement will be reviewed <br />simultaneously by Water and Power's Engineering and Research Center in Denver, <br />the Commissioner's Office in Washington, D.C., the planning team, and other inter- <br />ested parties as determined by the Regional Director. After this review, the <br />documents will be revised as necessary and returned to the Washington office for <br />further processing and prescribed reviews by Federal and State agencies and when <br />final revisions have been made the documents will be submitted to the Secretary <br />of the Interior. Upon his approval they will be filed with the Environmental <br />Protection Agency (EPA). <br /> <br />After they are filed with the EPA, the documents will be circulated for a minimum <br />60-day review, and a public hearing will be held in the project area. The state- <br />ment will be revised into a final environmental statement according to comments <br />received during the public review and at the hearing. Appropriate revisions will <br />also be made in the report. Upon approval by the Water Resources Council and the <br />Secretary of the Interior, the final versions will be filed with EPA and after <br />30 days transmitted to the President through the Office of Management and Budget. <br /> <br />If the unit, as outlined in the report and statement, meets administration criteria, <br />the' documents will be sent to Congress with a recommendation for construction. If <br />Congress authorizes the unit, the advance planning studies will begin. These studies <br />will be conducted in greater detail and will assure that the unit is up-to-date <br />and technically sound. They will culminate with the preparation of a definite plan <br />report which will serve as the basic control for the orderly development of the <br />unit providing the basic information prerequisite for agreements, land acquisition, <br />and initiation of specification designs. <br /> <br />Upon approval of "he definite plan report by the Commissioner of Water and Power, <br />and funding by Congress, final preparations for construction can begin. Speci- <br />fication designs can be prepared, necessary nonconstruction agreements can be <br />negotiated and contracts can be awarded for actual construction. <br /> <br />orf'8G8 <br />
