This Joint Declaration was signed by the U.S. Department of the Interior <br />and the Secretariat of Environment, Natural ResOurces and Fisheries of the United Mexican States <br />on May 18,2000. The purpose of the symposium was to bring together key U.S. stakeholders to <br />discuss various approaches to address the Delta's needs. This information was being gathered by <br />the Department of the Interior (DOl) in advance ofa binational meeting which will be held with the <br />government on Mexico. <br /> <br />Prior to the meeting, representatives from the Basin states prepared an outline of possible <br />discussion points that were to be presented at the meeting. Those points included: <br /> <br />. Maintain the cooperative working relationship that has existed in the past between <br />the Basin states, DOl, and Mexico <br /> <br />Planning for environmental restoration is premature <br />- There is no clear restoration gOiOll <br />- The Mexican government has taken no position <br />- Current ongoing litigation is a hindrance to open dialogue <br /> <br />. <br /> <br />Proposals for additional water use are inconsistent both with the Mexican Water <br />Treaty and components of the "Law of the River" <br /> <br />. <br /> <br />Prior to any effort for restoration. an appropriate foundation of information must be <br />developed <br /> <br />. <br /> <br />There is no nexus between efforts to restore the Delta and the process for developing <br />interim operating criteria <br /> <br />One approach that came out of the symposium was to enter into a "conceptual minute" <br />through the International Boundary and Water Commission. The conceptual minute would establish <br />the desired process for both countries to cooperatively look at the Delta, as well as establish <br />commitment on the part of each country to obtain and share information related to the Delta. I <br />anticipate that there will be further discussion on the potential for a conceptual minute. <br /> <br />Colorado River Environmental Activities <br /> <br />Multi-Species Conservation Program <br /> <br />The MSCP Steering Committee terminated the existing contract for consultant services witb <br />Ogden Environmental and Energy Services, Inc. (Ogden), on September 8, 2000. The Steering <br />Committee subsequently prepared and distributed a new request-for-proposal (RFP) for services to <br />prepare the MSCP. Responses were received on Tuesday, October 10, 2000, at the offices of the <br /> <br />4 <br />
