<br />. <br /> <br />. <br /> <br />. <br /> <br />The preliminary October 3, 2000, estimate of 2000 end-of-year California agricultural <br />consumptive use of Colorado River water under the first three priorities and the sixth priority of the <br />1931 California Seven Party Agreement is 4.020 maf. This estimate is based on the collective use <br />through September 2000 by the Palo Verde Irrigation District (PVID), the Yuma Project Reservation <br />Division (YPRD), the Imperial Irrigation District (lID), and the Coachella Valley Water District <br />(CVWD). Figure I, found at the end of this report, depicts the historic projected end-of-year <br />agricultural use for the year. <br /> <br />Colorado River Operations <br /> <br />Annual Operating Plan <br /> <br />The Bureau of Reclamation held a consultation meeting with the Basin states to discuss the <br />draft 2001 Annual Operating Plan for the Colorado River System Reservoirs (200 I AOP) on October <br />17,2000, in Las Vegas, Nevada. On October 12th Reclamation released the draft 2001 AOP in <br />which it states: Hoover Dam would be operated under a surplus water supply condition with the <br />provision that the amount of additional mainstream water being made available during calendar year <br />2001 is limited to a maximum of 0.700 maf; any Lower Division state would be allowed to use water <br />apportioned to, but unused, by the other Lower Division states; Mexico would be allowed to <br />schedule the delivery of 1.5 maf; and since storage in the Upper Basin reservoirs is above the 602(a) <br />storage requirement, the equalization of storage in Lakes Powell and Mead and the avoidance of <br />spills criteria would govern releases at Glen Canyon Dam. <br /> <br />Based upon discussions at the October 17,2000, meeting of the Colorado River Management <br />Work Group, Reclamation has established November 2, 2000, as the deadline to receive comments <br />on proposed language to be included in the draft 2001 AOP. A meeting has been scheduled for <br />November 6, 2000, to review and discuss all of the comments received by Reclamation. The final <br />consultation meeting has been scheduled for November 14, 2000, in Las Vegas. Nevada. <br />Environmental and conservation organizations at the October 17, 2000, meeting expressed <br />opposition to the operation of Lake Mead based upon downstream demand. Presently, their position I <br />I <br />is that current reservoir conditions and the basin's water supply outlook call for a "normal" year <br />determination by the Secretary in the 2001 AOP. <br /> <br />Applicationfor Change in Place of Use for Miscellaneous Present Perfected Rights <br /> <br />Last month we discussed Mr. Sonny Gowan's request to relocate the place-of-use of 150 to <br />175 acre-feet of Colorado River water (PPR #32 in Arizona v. California) to San Bernardino <br />County's Moabi Regional Park near Needles, California, from land he owns in Imperial County. <br />I have included in the Board handout material, a letter I received from Reclamation requesting the <br />Board's position on the transfer. <br /> <br />2 <br />
