Cbairman agencies are selected <br />one year in,' advance ot the ;year they are to serve and each cbairman <br />agency provides the Secretary ot AWRBIAC during the year ot its cbair- <br />manship. The chairman and secretary constitute the only otficers. The <br />Department ot Interior, represented by Mr. Paul L. Fickinger, Area <br />Director, Bureau ot Indian Affairs, Musltogee, OklahODa,bas served aa <br />chairme.n for the year troll July 1, 1956 through June 30, 1957. Mr. <br />Kenneth D. McCall, Department of Interio; bas been secretary. Chairman <br />agency tor 1957-58 vill be the Department ot Agriculture, represented <br />by Mr. John A. Short, Administrative Officer, Department of Agriculture, <br />'fulsa, Oklahoma. Mr. Byron T. Waldrip, Agriculture, Yill serve aa <br />secretary . <br /> <br />FolloYing further the aspect of simplicity in organization, <br />AWRBIAC operates with only one perme.nent subordinate or atanding <br />committee, the Administrative Committee, which is composed at tive <br />members. This Committee's function is to relieve AWRBIAC at time- <br />consuming administrative detail involved in such necessary,routine <br />business as meeting agenda, meeting sites, reports, etc. Membership <br />on the Adminiatrative Committee is prescribed by the Articles at <br />Organization and Procedures (copy attached hereto as Appendix B) as: <br />The Secretary of AWRBIAC, who serves as chairman at the Administrative <br />Committee; the representative of the next-year cbairme.n agency; an <br />additional Federal representative selected by caucus ot the Federal <br />agencies; and two State representatives selected through caucus at <br />the States. Federal representatives are selected for one-year terms <br />and State Representatives for two-year, staggered terms, one being <br />selected each year.
