FolloYing further the aspect of simplicity in organization, AWRBIAC operates with only one perme.nent subordinate or atanding committee, the Administrative Committee, which is composed at tive members. This Committee's function is to relieve AWRBIAC at time- consuming administrative detail involved in such necessary,routine business as meeting agenda, meeting sites, reports, etc. Membership on the Adminiatrative Committee is prescribed by the Articles at Organization and Procedures (copy attached hereto as Appendix B) as: The Secretary of AWRBIAC, who serves as chairman at the Administrative Committee; the representative of the next-year cbairme.n agency; an additional Federal representative selected by caucus ot the Federal agencies; and two State representatives selected through caucus at the States. Federal representatives are selected for one-year terms and State Representatives for two-year, staggered terms, one being selected each year. Thus continuity is attained by virtue at one holdover State representative and by the arrangement of baving the next-year chairman agency represented on the committee a year in ad- vance at its term as chairme.n of both AWRBIAC and the Administrative COIIIIII1ttee.
