Introduction and Background <br /> <br />This report covers the activities ot the second rear ot <br />operation ot the present Arkansas-White-Red Basins Inter-AgencY <br />Committee, hereinatter reterred to as AWRBIAC or the AWR Committee. <br />As 'the report tor the year 1955-56, July 1, 1955 through June 30, <br />1956, covered in considerable detail tne background and organization <br />ot the Committee, only passing reference vill be made herein, suffi- <br />cient to give a basic background ot the history and development of <br />the present Committee. <br /> <br />Organized originally in 1950, in accordance with Presi- <br />dential Directive to ca.rry out that provision of the Flood Control <br />Act ot 1950 calling tor a unitied plan of development for the three <br />basins, the origina.l AlJRBIA Committee submitted its report on June 30, <br />1955, thus completing its basic mission. <br /> <br />Consistent with existing practice in other major basins and <br />in response to local expressions of need and desirability for a con- <br />tinuing coordinating body in the AWE Easins, the Inter-Agency Committee <br />on Water Resources approved a charter (copy attached hereto as <br />Appendix A) for the establishment of a new committee to be activated <br />in July 1955. Activities of the nev committee set forth as purposes <br />in its charter are directed toward: (1) providing, at the Regional <br />level, improvement of coordination ot activities in the field ot vater <br />and related land rssources; (2) providing a means by vhich Inter-Agency <br />problems in this field may be resolved; (3) developing suggestions to <br />the Inter-Agency Committee on Water Resources and the States relative <br />to changes in lay or policy vhich vould promote these purposes; and <br />(4) the collection and interpretation of basic data. <br /> <br />II. Organic Structure and Membership <br /> <br />From the standpoint of both structure and internal operations, <br />the committee is organized with an emphasis on simplicity. Governors of <br />each of the eight States, Arkansas, Colorado, Kansas, Louisiana, Missouri, <br />New Mexico, Oklahoma and Texas, vhich lie wholly or in part in the tnree <br />basins, name a representative to membership on the Committee. Each of <br />the Federal agencies having a participating responsibility in the develop- <br />ment of the vater and related land resources of the basins are represented <br />by a designee ot the head of the agency. Those Federal agencies repre- <br />sented are: The Departments of Agriculture, Army, Commerce, Interior, <br />Labor, and Health, Education, and Welfare, and the Federal Poyer <br />Commission. <br /> <br />1 <br />
