There will be included on the agenda from time to time informa- tional items baving national and regional significance, both for the AWRBIAC and the public. .. b. Each item on the agenda should normally be limited to two hours or less, including discussion. Section 2. Ad Hoc Committee Reports a. Ad hoc committee reports shall be presented in summary fom only - complete reports should be submitted for attachment to minutes. The pre- sentations shall be made in accordance with specifications of the Adminis- trative Committee. Section 3. Papers and Discussions a. Papers to be presented at meetings shall be submitted to the Administrative Committee for preparation of agenda, and for informational purposes, as necessary, and for distribution to representatives of AWRBlAC at least ):) days before the meeting. The Administrative Committee will set up such procedure as will accomplish this purpose. b. Discussions designed to bring out all facets of an issue shall. be encouraged at regular meetings. ARTICLE V - RESOLUTION OF CONFLICTS Section 1. Procedure a. Ad hoc committees shall be designated to study and report OD basic and important issues in conflict. b. An ad hoc committee shall endeavor to obtain agreement between principals. c. Every effort should be made to sharpen the issues; if there is failure to reach agreement, the ad hoc committee shall so report to AWRlllAC. d. AWRBIAC shall refer matters of significant import to ICWR, to- gether with all pertinent data, including copies of reports, dissenting opini~ns, correspondence, and exhibits, if any. B-4
