Advance Se~ection of Chairing Agency <br /> <br />a. The Chair agellcy shall be selected at least one year in advance <br />of serving. 'rhe operatil1t> year for AWRBIAC shall begin July 1. <br /> <br />Section 2. EstabliGhment uf tile Administrative Curnmittee <br /> <br />a. An Administrative Committee shall be established in accordance <br />with provisions belOW, cOllsistillg of five members; the Secretary of <br />AWRBIAC, who shall be Chairnnn; and two other Federal and two State <br />representatives. The Chairnnn shall have a vote only in caGe of tie. <br /> <br />b. The next iuCOmillg Chairing agency shall be one of the twu <br />Federal members. 1'he other Federal member shall be selected from the <br />relmilling Federal agencies by majority vote of the Federal members in <br />caucus. Each shall have oue-year appointmcnts. <br /> <br />c. The State mcmberG shall be selected by a majority vote of the <br />State representatives in c~ucus. At the first caucus, one of the St~te <br />representatives shall be n"lIled for a two-year term und one to a one-year <br />term. Thereafter, each State member shall be named to a tWO-Y"IU' term, <br />one new member being selected each year. <br /> <br />d. In the event of a vacancy, a new caucus shall be conducted to <br />fill unexpired terms. <br /> <br />e. AWRBIAC representatives or alternates may sit with the Admini- <br />strative Committee in work sessions, and the Administrative Committee <br />may invite others, when neceG>Jar,'; however, only Administrative COIIlIllittee <br />members shall vote in committee proceedings. <br /> <br />f. Each agency, Federal and State, shall designate one person by <br />name to be available to serve at work sessions of the Administrative <br />Committee, when requested. <br /> <br />g. The Administrative Committee shall be the only permanent <br />committee. <br /> <br />h. The duties of the Administrative Committee shall include: <br /> <br />(1) Formulation of mceting agenda. <br />(2) Selection of meeting sites. <br /> <br />B-1 <br />
