That access off State Highway 39 south of Goodrich, be
assured into the south shore public use area, presumably
through the s$wt Sec. 1, T. 4 N., R. 60 W.

9. That adequate access off State Highway 144 relocation be
assured in the north shore public use area.

10. That all county roads into the reservoir remain open for
interior access purposes.

11. That consideration be given to the development of an overlook
near the left dam abutment at time of dam construction.

12. That Jackson Reservoir be retained and become a public use
area as part of the overall recreation program for Narrows
Reservoir.

13. That additional recreation development should be justified
when increased visitation requires more facilities.

III.

THE PROPOSAL

Narrows Reservoir is proposed for construction on the South Platte
River about seven miles upstream from Fort Morgan in central, north-
eastern Colorado. State Highway 144 would be relocated along the
north shore and junction with U. S. Highway 34 above the upper end
of the reservoir. Interstate 80S passes within a few miles south
of the damsite. Denver is about 75 miles to the southwest and
Sterling is 50 miles northeast of the site, and all are connected
by the Interstate. Greeley is situated on U. S. Highway 34, 45
miles wes t of the si te.

The reservoir would be a multi-purpose type, with the primary
function being storage to provide supplemental irrigation water
for about 166,000 acres. Other purposes would be flood control,
recreation, fish and wildlife, and incidental water quality control.

The dam would be a compacted earthfilled embankment with a height
of 146 feet. The crest elevation would be 4,453 feet, and the
length about 22,120 feet, with an additional 12,735 feet of dike.
The impoundment would generally be bow-shaped with uniform shore-
line and a varying width of one to two miles. At top of joint
use pool, the reservoir would have a length of about 13.5 miles,
at top of conservation pool and at inactive pool the reservoir
lengths would be 12.5 and 6 miles respectively.

5
