18G "

.

Economic and Financial Analyses

Colorado Water Conservancy District among its constituent water users.
In case of nonpayments by the water users the defaults become liens
against the lands or an obligation in the case of municipalities. A
more desirable approach for the Narrows Unit may be contracts with
the various ditch companies rather than with individuals.

Based on the capital and annual cost estimates, the allocated
irrigation investment is $26,104,500 which must be repaid without
interest within 50 years. Annual OM&R expenses allocated to irrigation
are $22,500. In addition to the net proceeds from the district
ad valorem tax and the proposed service charges from the Jackson Lake
interests, a fixed annual obligation of $507,600 would be required
to fully repay the irrigation costs in 50 years. The contractual
arrangements may include provision for variable annual repayment
reflecting both economic and overall water supply conditions. If so,
the actual annual repayment obligation would vary from year to year.

A recapitulation of the allocated irrigation costs and proposed
revenues, both estimated, follows:

.

Table 34.--Annual irrigation revenues

Item

Amount

Allocated irrigation investment
Annual amount - 50 years
Allocated annual OM&R
Total estimated annual irrigation costs

$26,104,500
522,100*
22,~00
544, 00

:p

Net proceeds - conservancy district tax
Services charges - Jackson Lake interests
Fixed annual obligation
Total estimated annual irrigation revenues

27,000
10,000
507:600
544 600

}

* Rounded

.

105
