<br />HsG,~ <br /> <br />. <br /> <br />Economic and Financial Analyses <br /> <br />Jackson Lake-Fort Morgan Canal <br /> <br />Jackson Lake has a multiple ownership. The Fort Morgan Reservoir <br />and Irrigation Company owns the controlling interest--about two-thirds <br />of the stock--in the Jackson Lake Reservoir and Irrigation Company. <br />Three members of the Board of Directors of the Fort Morgan Reservoir <br />and Irrigation Company are board members of the Jackson Lake Reservoir <br />and Irrigation Company. <br /> <br />The Board of Directors of the Fort Morgan Reservoir and Irrigation <br />Company has indicated by letter that it can see no reason why the <br />proposed plan cannot be completed and necessary contracts negotiated <br />at the proper time. <br /> <br />Contract(s) between the Government and the owners of Jackson <br />Lake and the Fort Morgan Canal would provide for the transfer of title <br />of necessary lands and facilities, assure equivalent irrigation water <br />service, delineate water rights, and specify appropriate service <br />charges. <br /> <br />. <br /> <br />Since considerable savings arise from the combination of purposes <br />in Narrows, all of the beneficiaries should share in those savings as <br />well as in carrying a portion of joint costs. In accordance with this <br />principle, it is proposed that a charge of $10,000 be levied for the <br />service involved as compared with the total of $16,000 annual OM&R <br />cost savings. This will permit $6,000 to be retained as savings to <br />those irrigation interests through reduction of their annual <br />assessments. <br /> <br />IRRIGATION REPAYMENT <br /> <br />The Lower South Platte Water Conservancy District, established <br />on May 6, 1964, will be the contracting entity for repayment of the <br />major part of the costs allocated to irrigation. The district's <br />assessed valuation for 1965 amounted to $68,553,000--an increase of <br />$2,554,000 from the 1964 total of $65,999,000. Assessed valuation <br />for years prior to 1964 were estimated through comparison of the <br />assessed value of that portion of the Northern Colorado Water <br />Conservancy District in Logan, Morgan, Washington, and Sedgwick <br />Counties. With some exceptions the boundaries of both districts <br />in these counties, which contain all of the Lower South Platte <br />Water Conservancy District, are coterminous.
