" <br /> <br />The State of Colorado has been very active in fostering the <br />development of the land and water resources in the unit area, and has <br />contributed funds for investigations and personnel assistance. A <br />Steering Committee representing the state, existing irrigation companies, <br />and the counties in the South Platte River Valley have been very active. <br />The Lower South Platte Conservancy District which would be the repayment <br />contracting entity, has been organized and established under state law. <br /> <br />REPAYMENT OF REIMBURSABLE COSTS <br /> <br />"(8) Estimated schedules of repayments of reimbursable costs that <br />would be within the estimated financial resources of the potential-use <br />area, such schedules to show also the deferred repayment of the portion <br />of the costs allocated to uses that may be anticipated to develop in <br />the future." <br /> <br />Allocations to flood control, national wildlife enhancement and <br />road relocation, P. L. 87-874, would be nonreimbursable regardless <br />of the method of cost allocation. All of the joint project costs and <br />one-half of the separable project costs allocated to local fish and <br />wildlife enhancement and recreation would be nonreimbursable. The <br />remaining one-half of the separable project costs, plus interest during <br />construction for local fish and wildlife enhancement and recreation, <br />would be reimbursable. These reimbursable costs allocated to recreation <br />and fish and wildlife enchancement would be financed or repaid by the <br />non-Federal agency operating these features. All costs, except interest <br />during construction allocated to irrigation are reimbursable without <br />interest. Revenues for annual expenses and for repayment would be <br />derived essentially from irrigation water charges and from ad valorem <br />taxes collected by the Lower South Platte Water Conservancy District <br />from water users as well as nonwater users. Part IX presents repayment <br />data in greater detail. Table 43 is a repayment analysis based upon the <br />different allocations and time periods. No deferred uses or repayments <br />are planned. <br /> <br />120 <br />
