GENERAL <br /> <br />This is the t:Y.o:lfth Annual Operating Plan for the F:ryingpan-Arkansas <br />,project, which, when o:rnpleted will a:msist of federally owned dams, <br />reservoirs, canals, conduits, tunnels, pumping plants, hydroelectric <br />powerplants, electric transmission lines, substations, and other facilities. <br />As indicated by the enclosed project map, these features are, or will <br />be, located in the F:ryingpan River and Hunter Creek drainage areas of <br />the Colorado River Basin and in the Arkansas River Basin, central and <br />southeastenl Colorado, respecti vel y . <br /> <br />These extensive =rks will ultilllately make r:ossible the orderly and <br />beneficial use of water for irrigation, hydroelectric ~ generation, <br />fish and wildlife preservation, municipal and industrial uses, and <br />provide flocxl. rontrol and other incidental l:enefits. <br /> <br />The putpOse of this report is to provide a basis for increased OXlperation <br />and understanding arrong all roncerned with the coordinated operation of <br />the project. The rer:ort has t\\O main parts. The first part rer:orts the <br />results of actual operations through water year 1980. The other presents <br />operating plans for water year 1981 under given water conditions. <br /> <br />.; <br /> <br />In establishing the general plan for future operations, three r:ossibilities <br />are considered: (1) a reasonable ll'aXimt.ntl water supply; (2) a reasonable <br />minimum water supply; and (3) a nest probable water supply. These three <br />conditions of water supply are derived by statistical analysis of historical <br />water supply data. After review of the nenthly snow surveys prepared by <br />the Soil Conservation Service, a new plan is fonnulated based on the <br />projected water supply. <br /> <br />The F:ryingpan-Arkansas Project was authorized under Public Law 87-590, <br />87th Cbngress, H.R. 2206, on August 16, 1962. This law provides that <br />the project will l:e operated under ~rating Principles adopted by the <br />State of Colorado April 30, 1959, as amended December 30, 1959, and <br />December 9, 1960. These ~rating Principles were published by the 87th <br />Cbngress, 1st Session, as House Document Job. 130. A ropy of these <br />C{lerating Principles is included as an appendix to this rer:ort. <br /> <br />II. P~ FEATURES IN OPERATION - 1979-80 <br /> <br />. <br /> <br />In 1979~80, project features in operation \\ere Ruedi Dam and Reservoir; <br />Sugar LOaf Dam and TurquOise lake; Pueblo Dam and Reservoir; Charles H. <br />Boustead, Hunter, Carter, M::lrnon, South Fork, Chapnan, Nast and CUnningham <br />Turmels. Diversion structures operated previously and for the full 1980 <br />season were Fryingpan, South Fork, Chapnan Gulch, Sawyer Lake, Lily Pad, <br />Ivanhoe, Middle Cunningham, North Cunningham and M::lrnon Creeks. Diver- <br />sion sttUctures operated for the first tirrE and for the full 1980 season <br />were North Fork, Carter, Hunter, Midway, and No Name Creeks. <br />
