132~

The rontract with SOutheastern ():)lorado Water Cbnservancy District J
requires that by March 15 ootification be given of the quantity of water ,"
that will be available for sale to the district. This quantity is in
excess of the buildup of storage necessary for minimum pools and r:ower
operation, evap::>ration, and transportation losses.

B. Ruedi Reservoir

Ruedi ReseJ:VOir will be q>erated in 1980-81 to :optimize o::mtrol of
spring I'UIPff, recreational interests and downstream fishery requirell'ents.
This is an interim plan until a long-tenn market is developed for that
water. Short tenn sales may be made on a year-to-year basis as need
develops.

1. Inflow

under !lOst probable corrlitions, the annual infJ,ow will be 103,000 acre-
feet. under maximum and minimum probable conditions annual inflow will
be 125,000 and 75,000 acre-feet respectively.

2. Minimum Release

The fishe~ bypass requirements, as described in ~ Operating Principles,
are 39 ft /s from November through April and 110 ft /s from May through
October or inflow whichever is less.

3. Reservoir Operation

The pl~ed release from Ruedi Ieservoir for october through April is
110 ft / s which \>Quld draw the reservoir down to an elevation of 7706. 0
feet by April 30, 1981. lbwever, based upon the type of nmoff season
indicated by !lOnthly SllO\\1}?Cl.ck data, the outflow from the reseJ:VOir and
the target elevation will be adjusted. '[b prm(ide maximum flood pro-
tection below the dam, the reservoir will be drawn down by March 31,
1981 to a p::>int where refilling \>QuId be assurEld during the spring
runoff. Estimates of probable inflow will be r\ade following the Feb-
ruary I, March I, 'April I, and May 1 SOCJW foreCasts: the drMown will
be adjusted accordingly.

West Slope recreation interests requested that the reservoir water level
not be drawn down below elevation 7706.0 (53,000 acre-feet), which is
2.0 feet above the b:>ttan of the Fbrest Service b:>at ranp. Under reason-
able maximum inflow conditions, the reservoir "Puld theoretically be
drawn down to this elevation. The rese:rvoir ~uld fill by the first of
July to provide optimum recreational benefits <:luring the sunrrer !lOnths.
This request will be moored until long tenn contracts can be developed
for sale of storage water.

After July I, operating plans call for mainta.i.J:rlng the reservoir at
elevation 7764.0 (2.0 feet below the spillway crest) until August 1.
Then, only inflow and sl'Prt tenn contracted. deliveries will be passed
during the !lOnth of August. The OJlorado Divi!jlion of Wi3d1ife has
requested that the outflow be maintained at abqut 100 ft /s during

6

. '~T""';

"~'f '.

.

.

.
