SCHEDULE soa APPLYING STANDARDS <br />After approval of the Principle; by <br />the President, the principles and stand- <br />ards wlll apply to all levels of planning , <br />studies except projects which have been <br />authorized or have been submitted to the <br />92d Congress for" authorization prior to <br />the approval date. The principles and <br />standards shall be applied to ongolng <br />planning studies, provided that the re- <br />sponsible agency or entity may request <br />an exception from the Wa.ter Resources <br />Councll for those studIes nearlng com- <br />pletion. Plans. progra.m.s.. or projects <br />which have been authoriZed by the Con- <br />gress and on wb1ch actual constnIct:l.on. <br />or other s1mllar activity has not com- <br />menced. w1th1n 5 years after authoriza. <br />tion will be reviewed :In accordance with <br />. these principles and sta.nda:rds. <br />n. OBJECTIVES <br />A. IN'IRl)DUCTIOR <br />The Principles for Planning Water and <br />Land Resources define the objectives of <br />national economic development. environ.. <br />mental "quallty, and reiPonal develop.- <br />ment. ,These multl.obJectives provide the <br />ba.s1s for the formulation of project. <br />State, region. and river basln plans for <br />the use of water and land resources to <br />meet foreseeable short- and long-term <br />needs and have been expllcitJy stated or <br />Implied in nwnerous congressional <br />enactments and Executive. actions. The <br />most notable of these actions in water <br />a.nd related areas are summarized below. <br />In the Flood Control Act of 1936, the <br />Congress declared that benefits of Fed- <br />eral projects should exceed costs. Inter- <br />pretation of this statute has resulted in <br />development of vartous analyttcal pro- <br />cedures to evaluate the benefits and <br />costs of proposed projects. These pro- <br />cedures have centered a.round a na- <br />tional economic efficiency analys1s and <br />were first published .. "Proposed Prac- <br />tices for Economic Analys1a of rover <br />Basin Projects" In May 1950 and revlsed <br />In May 1956. Budget Bureau CIrcular <br />'No. A-47 W'IlII Issued on December 31. <br /> <br />NOTICES <br /> <br />1952. informlng the agencies of con- <br />siderations wb1ch would guide the Bu- <br />reau of the Budget In Its evaluatloos Of <br />projects and requiring uniform data that <br />would perinlt" comparisons "among <br />projects. <br />On OCtobor 6, 1961, the President re- <br />Quested the Secretartes of Interior, Agri- <br />culture, Army, and Health, Education. <br />and Welfare to review exist1rig evalua- <br />tion standards and to recominend 1m:' <br />provements. Their report, "Pollcles, <br />Standards. and Procedures in the For- <br />mulation, Evaluation. arid Review "of <br />Plans for Use and Development of Water <br />and Related Land Resources," was ap.- <br />proved by the Prestdent on May 15, 1962. <br />and published as Senate Document No. <br />97. 87th Congress. 2d Session. This docu- <br />"ment" replaced Budget Bureau Circular <br />No. A-47 and in turn hM been super- <br />seded by the "Principles for Planntng <br />Water and Le.nd - Resources:' approved <br />by the President on __n________, and <br />these "Standards for Planning Water <br />and Land Resources." <br />By enacting the laws enwnerated be- <br />low and others. the Congress has <br />broadened the objectives to be con- <br />sidered In water and land resources <br />plann1ng. <br />The multiobJectives as defined. In the <br />principles and Bet forth in more detall <br />in these standards provide 8 flexlble <br />planning framework that is responsive to <br />and can accommodate changtng na- <br />tional needs and priorities. <br />The statement of the objectives and <br />speciftcation of their components in <br />these standards is wi thout implication <br />concerning priorities to be given to them <br />in the process of plan 'fonnulation and <br />evalU8Jtion. These 9ta.nclaI'ds, nonethe- <br />less, do recognIze and ms.ke provlsion for" <br />a systema.tic a.pproach by which the gen- <br />eral publ1c and dec1s1onmakers can as- <br />sess the relative mertts of e.chieving al- <br />ternative levels of satIsfaction to seveial <br />objectives where there may be conJUot. <br />competition, or complementarity among <br />them, ThIs will provide the type of In- <br />formatton needed. to improve the public <br />dec1sionmaking process. <br /> <br />B. MAJOR CONGRESSIONAL DIRECTIVES <br /> <br />I Many laws that give new or mare de- <br />finitive dlrectlons to Federal participa- <br />tion In plannlng for water and I&nd re- <br />sources have been passed in recent years. <br />Some major en:actmentB are: <br />The Appalachian RegIonal DevelOp- <br />ment Act of 1965 (PtlbIlc Isw 89-4). au- <br />thoriZes the prepo,ration of a compre- <br />henstve pIan for development of water <br />and related land resources of the region <br />as a means of expanding economic op.- <br />portunities, The plan for wlllter and land <br />resources 18 to be an lntegral and har- <br />"moniaus component of the regional <br />economic development program author- <br />Ized by the Act" <br />The Federal Water Project Recreation <br />Act of 1965 (Public Law 89-72). pro- <br />vides for full consideration of opportunl- <br />ties for recreation and fish and w1ldl1fe <br />enhancement In Federal projects tmder <br />specified cost allocation and coot-shar- <br />Ing provIsIOIlll. <br /> <br />The Water Resources Plann1ng Act of <br />1965 (PubIlc Law 6~O), estalllishes a <br />oomprehens1ve planning approach to the <br />conservation., development, and use at <br />water and related le.nd 'resources. The <br />Act emphasizes Joint Federal-Slate co- <br />operation 10 planning and consideration <br />. of the views of all publlc and private "in- <br />terestS. Section 103 O! the Act provides <br />that "The Council shall establ1sh, 6fter <br />such consultation with other interested <br />entities, both Federal and non-Federal, <br />as the Council may flnd appropriate, and <br />with the approval of the President.,"prin- <br />cipIes, stand&rds, and procedures for <br />Federal participants in the preparation <br />of comprehensive region&l. or river basin <br />pliins and for the formulaUon and <br />evaluation of FederaJ 'W'ater and related <br />land resources projeots." " <br />The Act further provides in section" <br />l02(b) that "The COUDell &ball . . . <br />maintain a conttnu1ng study of the re1&~ <br />tion of reg1arm.l or river basm. plans and <br />programs to the requirements of largel- <br />regions of the Nation and of the ade- <br />quacy of admlnlstratlve and statutory <br />means for the ooord.1.n8.tlon of the water <br />and reIBted land resourees pol1c:l.es and <br />programs of the several Federa.1 agen- <br />cies; it sha.ll appraise the adequacy at <br />existing and Pl"OP06ed polIcies and pro- <br />grams to meet such requirements: and It <br />shall make recommendations to the <br />President with' respect \D Federal poli- <br />cies arid programs."
