<br />Included in the Water Resources
<br />Council's Standards ILD.d Procedures will
<br />be prov1s1on for coordination among
<br />Federal and state agencies and among
<br />public and private interests attected by
<br />water and land resoUrce plans.
<br />The Council will also spcc1!y appropri-
<br />ate procedUres for the review and trans-
<br />mission of planning reports to states,
<br />Federal agencies. the Office of Manage-
<br />ment and BUdget. the COWlcil on En-
<br />vironmental Quality, and the Congress.
<br />The Council may also provIde for review
<br />of individual project studies to determine
<br />their relationshiDS to regional and rt ver
<br />basin plans and their conformance with'
<br />the Councll's evaluation standards. The
<br />Counc.il ,will consider any unresolved co-
<br />ordination problem. '
<br />The Water Resources Councll w1ll
<br />foster needed tralning and development
<br />of manpower, Improvements In' mathe-
<br />matical and other plann1ng tools, and
<br />research to increase the efficiency of
<br />planning efrorts, The Principles, Stand-
<br />ards, and Procedures should be based at
<br />any given time on the best avalla.ble In-
<br />terpretation of conceptual and. empirical
<br />bases for planning water and land re-
<br />sources. The Councll will encourage and
<br />support needed improvements In the ap-
<br />pllcatlon of the conceptual and theoretI-
<br />cal planning and decislonmaking frame-
<br />work upon which these Principles are
<br />based. The Council will also enC01J.1"age
<br />end' support improvement in the con-
<br />ceptual and .theoretical framework.
<br />The Councll in its Standards. and Pro-
<br />cedures will make fLdJustments for devia-
<br />tions from the Principles that may,be re-
<br />quired by law or Executive order.
<br />The Water Resources Councll will're-
<br />view these PrInCiples tram time to time
<br />and after consultation with others wlli
