Effecu on. real incomes. Beneficial
effects to this component occur when
designated persons or groups receive m-
come generated as a result of the plan..
The income distribution effect can be
measured as the net amount of total and
per capita income accruing to designated
persons or groups.
Current guidelines or yardsticks de-
fining the, family poverty llne may be
used as the data from which to measure
and portray the esUmated absolute and
percentage increase toward meeting or
exceeding th1s standard for specific geo-
graphic planning areas.
Conversely. adverse effects are iden-
tified and measured as the reduced real
income. of such persons or groups due to
taxes. relmblU'sement costs, and other
adverse economic effects.
b. Effect! on security oj Ii/e. health.
and safetll. Beneflcial etrects to th1s com-
ponent include cont, rlbuttons to (1) re-
ducing risk of 11000, drought, or other
disaster affecting the security of Ufe,
health, and safety; (2) reducing the
number.) of disease-carrying insects and
related pathological factors; (3) reduc-
ing the concentration and exposure to
water and air pollution; ,and (4) pro-
viding a. year-round conswner choice of
foods that contribute to the improvement
01 nationaJ nutrition. . ,
In those limited situations where his-
torical experience is sufficiently docu-
mented to provide coi111dence in project-
Ing likely future hazards, an estimate of
the number of Uves saved or the number
of persons affected may be provided. In
most tnstances, however, a descriptive-
qualitative interpretation and evalua-
tion of the improvement and expected
results will be applicable.
Conversely, adverse effects are identi-
fled and measured or described as in-
creases in hazards to llfe, health. and
8afety.
c. Effect. on emeTuencJl preparedness.
Beneficial effects to th18 component in-
clude cOntributiol18 to (1) extending,
maintaining, and protectIng major com-
ponents of the national water transpor-
tation system; (2) prov1s1on of llex1ble
reserves of water supplies; '(3) provision
of crittcal power supplies (ample, sta.ble,
quickly responsive) : (4) provision of re-
serve food production potential; (5) pro-
v1s1on for the conservation of scarce
fuels; (6) provision for dispersal of pop-
nlatlon and Industry; and (7) supplying
international treaty requirements. '
Whlle these beneQclal effects wlll be
measured in appropriate quantitative
units where readily practicable, they wlli
be largely charactertzed in descrlptive-
qualitative terms.
Conversely, adverse etfects are iden-
tified and measured or described as over-
loading capacities of water resource sys-
tems and Increaslng the risk of interrup-
tion In the flow of essentlal goods and
services needed for speclal requirements
of na.tional security.

NOTICES

24165

d. Other. The effects on other social
factor. may be Identlfled and displayed
. as relevant to alternative plans.

IV. GENERAL EVALUATION STANDARDS

To assure consistency in the appl1ca-
tlon of planning. principles, uniform
evaluation guides are necessary. The fol-
lowing general evaluation standards are
to be used, to the extent applicable, In
considering all objectives in planning of
water Bnd land resources. Devia.tion In
the application of these evaluation stand-
ards and the reasons therefor should
be fnlly reported,

A. GENERAL SETTING

Plan formulation and evaluation shall
be based upOn national and regional pro-
Jections of employment, output, and pop-

ul9,tlon and the amounts of goods and
services that are likely to be requlred.
The Water Resources Connell has ar;'
ranged for preparation and perIod1c re-
vision of a set of national and regional
economio projections as a. guide to proj-
ect. regional. and river basin plannIng.
These projections rctlect the Counell's
current views as to probable rates of
growth in population, the gross national
product, employment, productivity. and
other factors. The projections also in-
clude expected rates of regional growth
in relation to the level ofllrojected na-
tional growth. The following t:a.ble shows
. the selected national projections adopted
by the Water Resources COlmcll reflect-
ing the expected rates of national growth.
The COUDcll may change these national
projections by amending these standards.

W...n:a RKBoURcb C01rncn.
