<br />a. Effecu on. real incomes. Beneficial
<br />effects to this component occur when
<br />designated persons or groups receive m-
<br />come generated as a result of the plan..
<br />The income distribution effect can be
<br />measured as the net amount of total and
<br />per capita income accruing to designated
<br />persons or groups.
<br />Current guidelines or yardsticks de-
<br />fining the, family poverty llne may be
<br />used as the data from which to measure
<br />and portray the esUmated absolute and
<br />percentage increase toward meeting or
<br />exceeding th1s standard for specific geo-
<br />graphic planning areas.
<br />Conversely. adverse effects are iden-
<br />tified and measured as the reduced real
<br />income. of such persons or groups due to
<br />taxes. relmblU'sement costs, and other
<br />adverse economic effects.
<br />b. Effect! on security oj Ii/e. health.
<br />and safetll. Beneflcial etrects to th1s com-
<br />ponent include cont,rlbuttons to (1) re-
<br />ducing risk of 11000, drought, or other
<br />disaster affecting the security of Ufe,
<br />health, and safety; (2) reducing the
<br />number.) of disease-carrying insects and
<br />related pathological factors; (3) reduc-
<br />ing the concentration and exposure to
<br />water and air pollution; ,and (4) pro-
<br />viding a. year-round conswner choice of
<br />foods that contribute to the improvement
<br />01 nationaJ nutrition. . ,
<br />In those limited situations where his-
<br />torical experience is sufficiently docu-
<br />mented to provide coi111dence in project-
<br />Ing likely future hazards, an estimate of
<br />the number of Uves saved or the number
<br />of persons affected may be provided. In
<br />most tnstances, however, a descriptive-
<br />qualitative interpretation and evalua-
<br />tion of the improvement and expected
<br />results will be applicable.
<br />Conversely, adverse effects are identi-
<br />fled and measured or described as in-
<br />creases in hazards to llfe, health. and
<br />8afety.
<br />c. Effect. on emeTuencJl preparedness.
<br />Beneficial effects to th18 component in-
<br />clude cOntributiol18 to (1) extending,
<br />maintaining, and protectIng major com-
<br />ponents of the national water transpor-
<br />tation system; (2) prov1s1on of llex1ble
<br />reserves of water supplies; '(3) provision
<br />of crittcal power supplies (ample, sta.ble,
<br />quickly responsive) : (4) provision of re-
<br />serve food production potential; (5) pro-
<br />v1s1on for the conservation of scarce
<br />fuels; (6) provision for dispersal of pop-
<br />nlatlon and Industry; and (7) supplying
<br />international treaty requirements. '
<br />Whlle these beneQclal effects wlll be
<br />measured in appropriate quantitative
<br />units where readily practicable, they wlli
<br />be largely charactertzed in descrlptive-
<br />qualitative terms.
<br />Conversely, adverse etfects are iden-
<br />tified and measured or described as over-
<br />loading capacities of water resource sys-
<br />tems and Increaslng the risk of interrup-
<br />tion In the flow of essentlal goods and
<br />services needed for speclal requirements
<br />of na.tional security.

<br />IV. GENERAL EVALUATION STANDARDS
<br />
<br />To assure consistency in the appl1ca-
<br />tlon of planning. principles, uniform
<br />evaluation guides are necessary. The fol-
<br />lowing general evaluation standards are
<br />to be used, to the extent applicable, In
<br />considering all objectives in planning of
<br />water Bnd land resources. Devia.tion In
<br />the application of these evaluation stand-
<br />ards and the reasons therefor should
<br />be fnlly reported,
<br />
<br />A. GENERAL SETTING
<br />
<br />Plan formulation and evaluation shall
<br />be based upOn national and regional pro-
<br />Jections of employment, output, and pop-
<br />
<br />ul9,tlon and the amounts of goods and
<br />services that are likely to be requlred.
<br />The Water Resources Connell has ar;'
<br />ranged for preparation and perIod1c re-
<br />vision of a set of national and regional
<br />economio projections as a. guide to proj-
<br />ect. regional. and river basin plannIng.
<br />These projections rctlect the Counell's
<br />current views as to probable rates of
<br />growth in population, the gross national
<br />product, employment, productivity. and
<br />other factors. The projections also in-
<br />clude expected rates of regional growth
<br />in relation to the level ofllrojected na-
<br />tional growth. The following t:a.ble shows
<br />. the selected national projections adopted
<br />by the Water Resources COlmcll reflect-
<br />ing the expected rates of national growth.
<br />The COUDcll may change these national
<br />projections by amending these standards.
