Its effectiveness is in direction relation to the sup- <br /> <br />port It receives from member agencies." (Emphasis added). <br /> <br />This last sentence states the manner by which PSIAC believes <br /> <br />it can make the greatest progress In improving Its effectiveness; that <br /> <br />is, by obtaining greater participation in the activities of not only the <br /> <br />main committee, but even more Important, In the operation .of our <br /> <br />technical subcommittees, especially by our member States. <br /> <br />Other considerations of an .lnternal nature are also Important <br /> <br />In an analysis of our organizational structure and proc,edures to <br /> <br />assure maximum effectiveness under the existing charter.. These <br /> <br />considerations Include subcommittee objectives, condu.ct of meetings, <br /> <br />programs, etc. <br /> <br />In the Inter-agency committees we have an organized entity of <br /> <br />representatives of Federal and State governments, Theagencies <br /> <br />carrying out the purposes or objectives of these two levels of govern- <br /> <br />ment must of necessity derive their authority In different ways, and <br /> <br />4 <br />
